PP presents motion to institutions for PSOE to “stand again” on independence quota

The initiative presented this Wednesday by the PP consists of eleven measures to demand that the Government implement financial solidarity between all regions. These points are as follows:

  • Defend equality and solidarity as inalienable principles of
    constitutional order and autonomous state in decision-making
    decisions.
  • Paralyze any progress towards the budgetary independence demanded by the

  • Urgently convene the Conference of Autonomous Presidents,
    with the aim of finding the minimum bases of consensus and responding

  • Ensure that multilateralism and transparency are the principles on which the process of study, work and approval of the new regional financing system will be based; abandon bilaterality with the LACC.
  • Urgently convene the Budget and Financial Policy Council and the
    National Commission for Local Administration (CNAL) to promote a
    reform of the local financing system in relation to regional financing. In both cases, it is necessary to address all the variables existing in each territory that guarantee regional financial sufficiency and the provision of services under equal conditions.
  • Base the reform of the financing system on data analysis,
    work on the quantification of future expenditure on health and social policies derived from the ageing that, according to official studies, will occur in our country in the coming years, and on the exponential increase in the cost of public services.
  • Respect for the fiscal autonomy of the Autonomous Communities and all powers
    autonomous and local authorities enshrined in the Constitution and in the various
    autonomy statutes.
  • Increase the total economic amount of the autonomous financing system and, in parallel with its reform, create a Transitional Fund to alleviate the underfinancing suffered by all Autonomous Communities and Autonomous Cities.
  • Ensuring co-governance of Next Generation and future Funds
    EU economic injections.
  • Facilitating access for the Autonomous Communities to the 18 billion euros of funds
    Next generation Europeans that the government did not execute, in order to
    prevent their return to the EU.
  • Transfer these agreements to the Presidency of the Government, to
    First Vice-Presidency and Ministry of Finance, under the Ministry of Politics
    Territorial and democratic memory, to the parliamentary spokespersons of the
    Congress of Deputies, Senate and Board of Directors of the
    FEMP
