PP will agree to regularize resident immigrants if they have no criminal record and demonstrate roots

The PP conditions the regularization immigrants residing in Spain (we are talking about half a million with regard to the ILP currently being processed in Congress) that these people have no criminal record and demonstrate “rootedness.” This is indicated by the amendments registered by the Popular group to this Popular Legislative Initiative, according to parliamentary sources.

THE popular They advocate that “the regularization process be carried out on an individualized and not generalized basis and benefit people who wish to reside legally in Spain in order to be able to work.” Thus, according to the amendments of Alberto Núñez Feijóo’s party, foreigners who can participate in the regularization process “They must not have a criminal recordnot be repeat offenders and not be banned from entering Spain.

Likewise, according to the PP, immigrants who wish to participate in the regularization process must “assume the expressing attachment to constitutional values and democratic of Spanish and European society. They must also demonstrate “integration and roots in our country”

The PP also demands that it be equipped more human, material and economic resources to immigration offices to ensure that the procedures provided for in the ILP can “be carried out efficiently by applicants”

These requirements, parliamentary sources point out, are already provided for in current Spanish legislation and in the European Pact on Migration and Asylum and “are very similar” to those that were already introduced in the royal decrees of regularization of immigrants of previous governments.

THE popular They also stress that the amendments registered are in line with the immigration policy defended by the Popular Party and that “it must be state-owned, global, consensual, responsible, “respectful of human rights and firm in border control”.

Faced with criticism from Vox, the PP emphasizes that Feijóo’s party “never supported the regularization of foreigners without conditions“because this would transform the norm into a levy, which would be unaffordable in any circumstances, but even more so given the migration crisis that Spain has suffered in recent years,” parliamentary sources say.

The PP’s favourable vote for consideration has always been conditioned by the introduction of a series of obligations, as follows: has been transferred to the associations and promoting entities of the ILP, they remember the Popular Group.

During the debate on the examination of the initiative last April, the PP had already announced that it would modify this text by adding requirements for resident immigrants. Thus, the popular They advocated dealing with this issue in a “responsible” manner because “Cáritas and other entities who care for and work with immigrants have asked us to solve this problem; because we have also been asked by employers, who need work imperativelyand many citizens who signed this popular legislative initiative asked us for this, and we must listen to them.

“We need to talk about this issue, and that is what we are doing in the PP, as a matter of state, with a balanced position between the legal vacuum in which there are many foreigners already perfectly integrated in Spain, due to this irregularity, border control and the expulsion of immigrants who have a file to return to their country that the government hides so as not to execute it,” said the PP deputy Sofia Acedo.

“Any initiative of these characteristics and depth requires a global vision of the country, with structural measures that combine border control and irregular arrivalson the one hand, and the promotion of legal entry routes on the other,” Acedo stressed.

Sanchez’s partners

For his part, ERC, BNG, Bildu and Podemospartners of Pedro Sánchez’s PSOE, have presented to the Congress of Deputies a joint amendment to the Popular Legislative Initiative (ILP) for an extraordinary regularization of immigrants in order to include all those who arrived in Spain up to the date of entry into force of the initiative. , which is currently being processed by parliament, remove the limit that collects now the text and which is set for November 2021.

In this sense, the ILP is asking for the regularization of half a million foreigners who, according to it, were already in Spain. since before November 1, 2021. However, ERC, BNG, Bildu and Podemos want to regularize “people who are in Spanish territory in the time of entry into force of this standard. That is, all those that have arrived or are arriving, until the standard completes its parliamentary processing and is published in the BOE, according to the reports. Ep.

For PSOE members, the deadline provided by the ILP “is insufficient and limited and does not adapt to the current reality of immigrants who live and work in the Spanish state.

On Tuesday, the Congressional Commission unblocked the parliamentary process of the ILP, which calls for regulating half a million immigrants residing in Spain. The House’s governing body put an end to the deadline extensions for amendments that have been coming week after week for months.

Next step

After concluding this Wednesday the deadline for submitting amendments to the ILP statutes, the next step will be debate the law and amendments in presentation and in committee and then submit an opinion to the plenary session of the Congress for approval, scheduled for the second half of October.

The initiative was supported by 700,000 signatures, reached Congress in the last term and was evaluated by the Congressional Council. December 14, 2021In April this year it was considered by the plenary, with the support of 90% of the chamber, including the PP vote (which announced that it would amend it with its conditions) and that of the PSOE. On June 13, it adopted a new in-depth debate, rejecting an alternative text from Vox.
