On the morning of November 11, emergency power outages occurred in kyiv and four regions of Ukraine. The authorities explained that the measure was preventive, in the face of a possible missile attack by the Russian army. It was not there, but the electricity was never turned on in the regions and in the capital. Preventive closures can become regular closures only in a new “wrap.”
Early in the morning of November 11, Ukraine introduced emergency power cuts in kyiv and the kyiv, Odessa, Dnepropetrovsk and Donetsk regions, but they are still in effect.
“The emergency closures implemented in most areas this morning were temporary and will be lifted shortly. Follow the information on the official pages of oblenergos in your region”, – Ukrenergo reported in the afternoon.
The closures began around 8:00 a.m. and the military administration of the city of kyiv and the DTEK company declared that they were preventive in nature. Ukrainian media wrote that Russian military aircraft allegedly took off: 13 TU-95ms and 4 MiG-31K, which could launch a missile attack. However, half an hour later, at 8:30 a.m., it emerged that the attack had been an imitation. However, the outages continued and lasted more than four hours.
Perhaps the closures are not related to the missile attack: Ukraine had to initiate mass closures for the first time this heating season, and they publicly tried to explain them away as a threat, rather than a lack of capacity.
The operator of the Ukrainian energy system itself does not report anything about preventive measures. However, it indicates that electricity imports from EU countries and Moldova on November 11 will amount to only 1.87 GW. This may be due to both high prices and the lack of free electricity in the EU countries themselves due to lack of wind and cold weather.
Furthermore, after the Russian military destroyed 9 GW of Ukrainian power plant capacity, solar and wind energy (2-3 GW), which is highly dependent on weather conditions, became a major source of generation in the country.
