THE Hydrographic Confederation of Júcar (CHJ)belonging to the Ministry of Ecological Transition and Demographic Challenge which directs Teresa Ribera only informed the Generalitat Valenciana on Tuesday October 29 at 6:49 p.m. and through a e-mail the risk of overflow rivers and ravines of Valencia. And, a few minutes after this first warning, the overflowing of the Forata dam.
THE CHJ, moreover, left aside the meetings of this tragic day at the Generalitat Valencianadespite the fact that the situation seriously concerned this territory. And this also despite the fact that the Government Delegation, Aemet, the General Directorate of Roads or the Civil Guard were invited to these meetings. But the Generalitat Valenciana was not invited.
All this data was known this Monday. And they are of paramount importance in understanding what happened on DANA’s fateful day. And this, because the problem on which the CHJ had to alert It was not because of the rain, but because of the overflowing of the ravines and the dam.
A circumstance, now known, which adds that the The government of Pedro Sánchez knew this more than six hours before the Valencia tragedy that the flow of rivers and ravines was increasing at an alarming rate and that the worst was yet to come – Aemet had warned –, according to official data managed by the Ministry of Ecological Transition (Therese Ribera) and to which OKDIARIO also had access.
To date, there exists 217 deaths by DANA, although the figures could increase as many garages begin to be able to open and, also, vehicles that have been taken away and destroyed due to overflows.
The destruction generated in Valencia by the effects of DANA has its origin in the overflowing of ravines, which in turn caused the floods, which devastated entire villages where it barely rained, as is the case of Paiporta. The situation of the ravines fall under the jurisdiction of the aforementioned Minister Teresa Ribera through the CHJ.
The day the fierce DANA was unleashed and devastated several villages in Valencia, as OKDIARIO learned, several meetings took place within the Hydrographic Confederation of Júcar. But all these meetings had a common denominator: The CHJ achieved them without counting on the Generalitat Valencianaas confirmed by sources from the Generalitat itself.
For much of that day, the Confederation, according to the sources cited above, kept the overflow alert deactivated. AND It was at 6:49 p.m., when this body informed the Generalitat Valenciana the risk of overflow, in the first place. And also the risk that this overflow will occur at the Forata dam a little later.
For this 6:49 p.m. notice, Teresa Ribera’s ministry did not use the most direct channel, that of the telephone call. But I sent it by email.
As soon as the Generalitat Valenciana received the message through the e-mail of the Hydrographic Confederation of Júcar, the Valencian government has activated the massive sending of alerts via cell phones. That is to say that The Generalitat sent these alerts as soon as it became aware of the risk of overflow. It was the first time in the history of the Valencian Community and the second in the history of Spain that these mobile messages were sent.
All these extremes are analyzed closely in the Generalitat Valenciana, where the sources cited do not hesitate to speak of a “double negligence» by the ministry of Teresa Ribera for not having informed the Valencian authorities in time of what could happen. And this is because of the lack of cleaning of the ravines. A circumstance which would have prevented them from overflowing.
The minister Therese Ribera It also has a long history of grievances with the Valencian Community. She is the head of the ministry that made 25 cuts in the Tajo-Segura transfer. And she is also responsible for the ministry which transferred a tenth of the water reserved for Lake Albufera to Valencia until May.
It turns out that this October 29, the same day that the DANA occurred in Valencia, the Superior Court of Justice of the Valencian Community (TSJCV) admitted the administrative litigation appeal of the Valencia City Council against the CHJ for non-contribution of funds committed to the Albufera of Valencia.
