Although the Taliban initially promised a more moderate government compared to their first rule from 1996 to 2001, they began to apply restrictions on women and girls shortly after the absorption of power in 2021.

Women are forbidden to work in most areas and gain access to public places, including parks, public baths and fitness centers, while girls are forbidden to attend school above the sixth grade.

Russian officials recently emphasized the need to establish participation in the Taliban to help stabilize Afghanistan, and in April canceled the ban on the group.

Russian ambassador to Afghanistan Dmitry Chirnov in a statement broadcast by national television Channel One He said that the decision on the official recognition of the Taliban government was made by President Vladimir Putin on the Council of Foreign Minister Lavrov.

Chirnov said that the decision proved the sincere desire of Russia to develop completely untouched relations with Afghanistan.
