Russia is developing unmanned planes over areas in the east of Germany, in order to collect information on the supply of weapons to Ukraine from Western countries.

“Russian troops send regular aircraft of personality certificates,” confirmed three Worthschaftswoche German magazine.

According to estimates, they discover the constantly changing Western weapons transport routes, discover which weapons will soon appear to Ukraine, where new military equipment will be delivered and when they arrive new ammunition to the front.

When he was asked by EURONEWS, the representative of the Ministry of Defense confirmed that the Bundesmover (German army) is responsible for his territory. The Federal Ministry of the Interior (BMI) and political operators of the corresponding infrastructure are responsible for internal security.

In military operations, the principle of proportionality is decisive: risks should be avoided at any cost, especially if there is a suspicion that an unmanned aircraft is armed with explosives.

Russian “eyes” in German paradise

Since the beginning of Russia’s complete invasion of Ukraine, Moscow has been considered a suspicious of the hybrid war in Western countries. Only during the first three months of this year, more than 530 drones were registered.

According to the report, on the basis of the German armed forces, planes were especially often appeared, such as the naval base of Wilhelmshafen, as well as over the terminals of liquefied natural gas and railway lines. This was revealed by the Bild newspaper, citing the internal report of the Federal Criminal Service (BKA).

For example, in the period from January 9 to January 29, 2025, a total of six unmanned aerial vehicles were identified over the Schwesing air base near Husum in Schlesvich-Holstein. The unmanned aircraft demonstrated that within a few minutes I announced almost real estate in this area. Despite the use of interference, it was impossible to stop.

From the preparation of Ukrainian soldiers in the air defense systems of the patriot, this incident was considered a case of targeted espionage.

The results of the investigation were delivered to the Schlesvich-Holstein criminal police department, which confirmed for Euronews, which is also assumed that critical infrastructure, in particular, may be a possible goal of espionage and sabotage.

“The State Police of Schlesvich-Kholstein is ready for possible scenarios, and is also in close cooperation with other federal and state security authorities. Among other things, a new specialized unit for espionage and sabotage in the Department of State Security of the State Department of the Criminal Court. ”

However, from the “particularly sensitive nature of the study” no additional information will be provided “now or in the future”.

Legal vacuum protection

The previous coalition government, led by OLF Saltz Chancellor (SPD), planned to amend the Air Safety Law in order to allow the German armed forces illegally lost -free aircraft. The license was supposed to be provided if the police could technically repel an unmanned aircraft and seek help.

Nevertheless, the amendment to the Luffzig law was not adopted during the last legislation.

Konstantin von Notz, a member of the Green Party and the chairman of the Audit Parliamentary Committee, criticized CDU/CSU that he did not support the proposal of the previous government about the “regular maneuvers of the party.”

“This led to months of immobility – a delay that we cannot allow in the face of a sharp increase in threats and constantly aggressive behavior of several authoritarian states, especially Russia and China,” said von Nots.

Sebastian Fidler, a representative of the SPD parliamentary group in the Bundestag, emphasizes that the conference of ministers of the internal affairs has already made it clear that the responsibility for defense from unmanned aircraft should always belong to the political authorities.

According to him, the Bundesmover can only be involved in exceptional occasions, and therefore “the federal government is designed to create additional responsibilities in the Ministry of the Interior.”

The new bill provides for additional powers for the federal police to use technical funds against unmanned aerial vehicles.

Military security with restrictions

Nevertheless, the Greens von Notz politician is disappointed with the new bill of today’s federal government on military security, which was presented at the end of August. “The plan presented now does nothing of this. However, this is our clear expectation. ”

In his opinion, the planned new agreements, such as expanded powers for the Bundeswehr military police, is not enough. “Fundamental regulation is required, which is generally structured and obviously the responsibilities of protection against unmanned aerial vehicles both in the military and in the political sector,” according to von Nutz.

Constitutional boundaries, especially from the point of view of the development of the German armed forces inside, should also strictly observe. “Out of many months of inertia, state patience has long been exhausted,” says von Notz.

For Von Notz, it is equally important, at the same time as a clear legal basis, to create appropriate technical capabilities. “In general, this plan also shows that the German government still cannot adequately solve the extreme threats represented by hybrid attacks on our democracy, our economy and our citizens.”
