Russians will be jailed not for criticizing, but for insulting the authorities, the Kremlin said.

Constructive criticism of the authorities is necessary and important, but it should be distinguished from insults, said Russian President’s Press Secretary Dmitry Peskov, commenting on the draft law on criminal penalties for publicly insulting a government official on the Internet.
