Emails seized by the Central Operational Unit (UCO) of the Civil Guard as part of the investigation into the brother of the President of Government reveal that the Badajoz Provincial Delegation gave priority to the creation of the position he ended up occupying. David Sánchez Pérez-Castejón has “other essential needs” in the conservatories that the musician would coordinate.
This is confirmed by several emails analyzed by UCO investigators, who seized, on the judge’s orders, hundreds of communications from members of the Provincial Deputation of Badajoz, where the PSOE governs.
According to one of these emails, to which EL ESPAÑOL had access, the director of the Superior Conservatory of Music, Evaristo Valentí, rejected the offer from the Cultural Space of the provincial entity when they proposed the creation of this new position, which would later end up being occupied by the brother of the leader of the Executive. His message shows that this was not a priority for the conservatory. There were others, more pressing.
“I would like to tell you that, given the needs of the Conservatoire, this position is appreciated, provided that the candidate meets the profile needed by the Conservatoire Supérieur. It is a delicate position, which requires the necessary training, many of the alternative training, if necessary, it will be very good. As I said, it is appreciated. but as an essential necessity, I must insist, is that of at least one piano accompaniment teacherand someone to take care of the library for several days, which has not been open for some time, I imagine because the contract for the one in which it was located has ended”, lamented the director of the conservatory.
“Valentí’s comment, as well as the fact that the personnel needs previously transmitted by the two Conservatories, did not reflect the creation of the position in question. And even more, taking into account the fact that these needs already represented a personal excess of the president of the Provincial Council itself, they could assume that the creation of the position would respond to other priorities in principle different from those proposed by the directors of the conservatories”, explains the UCO in a recent report of more than 450 pages. .
“Two aspects of their response could be highlighted,” emphasize the researchers. “On the one hand, he himself is not sure about the exercise of the new position of coordinator in relation to what was discussed for the planned functions, he is therefore obliged to assume it; on the other hand, his ‘essential need’ is to cover jobs other than that of coordinator.”
He and his counterpart at the Professional Conservatory of Music, Yolanda Sánchez, prepared a document with “the functions that could be carried out from the position that we want to create”, explains the Civil Guard. None of them “mention the need for the leadership position” which was awarded, after excluding 11 other candidates, to the brother of Pedro Sánchez.
CSIF complaints
In the mail exchanges prior to the creation of this position, the UCO identified several documents in which representatives of the CSIF union expressed their reluctance to this new position, that of coordinator of conservatory activities, having a senior management status. . The union representatives noted in this email that “previously, this task would have been carried out by an employee belonging to the official subgroup A2”.
This salary category is lower than that It would ultimately be attributed to the brother of the President of the Government. The president’s brother earned a salary of around 3,500 euros for years, a salary higher than an A2 civil servant.
Despite the CSIF’s rejection, the UCO was unable to determine when analyzing the enormous documentation who gave the order to create this place which the conservatories did not need. “It is not clear who took the initiative to create the job in question, nor the initial needs that were supposed to be covered. This position, as the sequence of events reflected shows, evolved from a director or head of service of the Superior Conservatory. to a management position which would coordinate both the Superior Conservatory and the Professional Conservatory.
The case
As this newspaper announced, the president of the Provincial Delegation of Badajoz and leader of the PSOE of Extremadura, Miguel Angel Gallardocomplained in October 2016 about “overstaffed” on the salary of the Culture area of the Extremadura entity.
However, six days later, the Provincial Delegation of Badajoz created, “urgently”, a position which would be ideal for David Sánchez Pérez-Castejónbrother of the president of the government, Pedro Sánchez.
The aforementioned UCO report has already been sent to titular judge of the Court of Instruction number 3 of Badajoz, Beatriz Biedma, who is investigating David Sánchez due to to the alleged irregularities when he was hired by the Provincial Delegation of Badajoz.
The judge summoned Gallardo and the President of Government’s brother to testify in the investigation. In the resolution in which this decision is reflected, dated this Wednesday, the judge explains, after analyzing the emails and the report of the Civil Guard, that from this documentation relating to the brother of the President of the Government “the existence of rational indications of criminality linked to offenses against the Public Administration is derived”.
