Rosselkhoznadzor has identified patterns of illegal supply from Kazakhstan to Russia of products regulated in the EAEU. This is reported by the department’s press service.

According to information, when issuing phytosanitary certificates for export to Russia, the State Inspection Committee of the Agro-industrial Complex of Kazakhstan recorded the illegal use of data of more than 100 companies that do not have the right to conduct economic activities abroad.

The Kazakhstan Committee has been using the parallel procedure for the uncontrolled movement of agricultural products through the territory of the EAEU for several years with the aim of deliberately evading phytosanitary inspection at the place of delivery.

This fraudulent scheme facilitated the movement of plant products of unknown phytosanitary status from the territory of Kazakhstan through the territory of the Eurasian Economic Union, as well as the distribution of objects under quarantine throughout the territory of the Customs Union.

“These illegal actions by the Kazakh side create preconditions for tax evasion and also distort the actual turnover of agricultural products between countries. Thus, in two years of using invalid phytosanitary certificates, the Kazakh side imported more than 120 thousand tons of agricultural products. In total, 260 thousand tons of fruits and vegetables were not subject to control at destination,” – says the statement of Rosselkhoznadzor.

The department added that such actions gave suppliers the opportunity to evade taxes, distorted trade between countries and contributed to the expansion of quarantine facilities.

“Rosselkhoznadzor has at its disposal numerous requests from Russian participants in foreign economic activities regarding the use of their data by the Kazakh side to carry out illegal commercial activities,” – the department’s statement further says.

It is reported that on October 30, the leadership of Rosselkhoznadzor will hold negotiations by video conference with the Deputy Minister of Agriculture of Kazakhstan. Ermek Kenzhekhanuly. The topic of the conversation will be the lack of responses from the Kazakh side to Rosselkhoznadzor notifications, in particular 30 letters sent by the Russian service, and fraudulent schemes for the supply of regulated products to Russia from Kazakhstan.

In addition, the parties will separately discuss the illegal import of sanctioned products from the Republic of Kazakhstan to the Russian Federation using invalid phytosanitary certificates. It is also planned to consider a number of issues related to the supply of cereal products.
