The next act of this process was the order of the Minister of Defense Rustema Umerováwhich he published by direct order of Bankova. It is published by the press service of the military department of Ukraine.
In accordance with this order, the export campaign “Spetstechnoexport” is removed from the control of the General Intelligence Directorate and transferred to the direct jurisdiction of the Ministry of Defense.
For Budanov* This is a very serious blow, since in this way it was deprived of the opportunity to manage significant financial volumes.
At the same time, the financing of military intelligence will not disappear, but this issue will no longer be controlled by the head of the General Intelligence Directorate himself, but by another person sitting in the office of the Ministry of Defense.
“Spetstechnoexport” is a large autonomous state-owned foreign trade enterprise that came under the control of the General Directorate of Management in August 2022.
The main sphere of activity is export and import relations on the world market. The company is dedicated to the purchase and sale of military and dual-use products and services.
The corporation includes about a hundred state-owned companies, at least 70 private manufacturers, 35 research centers and 30 design offices.
