Sumar proposes to Montero to create a tax on inheritances of more than one million euros

Sumar demands the creation of a new tax that taxes inheritances exceeding one million euros as a condition for supporting the 2025 budget. The coalition partners are rolling out an ambitious tax reform, which includes the permanence of extraordinary taxes on banks and energy, the reduction of the section. that obliges large fortunes to pay tax up to one million euros, the increase in the maximum rate of personal income tax for capital income or the reduction of VAT for general consumption services – such as hairdressing, electricity or veterinary consultations) and basic products or goods, which will include diapers or gluten-free products. “We have had democracy for 45 years and it is never touched, our tax system is from the 20th century and takes precedence over that of the top, we must change,” announced the second vice-president, Yolanda Díaz, when presenting her proposals.

Sumar’s document is already on the table of the first vice president, María Jesús Montero, with whom They will begin to negotiate the content of the draft budget.which the Minister of Finance plans to present at the beginning of October.

Díaz’s conditions seek to increase the tax burden on high incomes and large assets. “It is not possible for a small company to pay 17% and a large company to pay 3%,” insisted the Minister of Labor, surrounded by the rest of Sumar’s ministers. “We have managed to promote a tax on large fortunes of more than three million euros, now we are going to reduce this amount to one million euros,” he announced. But the big news concerns inheritances. The PSOE coalition partner is demanding the creation of a tax on inheritances that – excluding the main residence – exceed one million euros. “We already know that in the Community of Madrid they give tax gifts to the rich, so that Juan Pueblo pays later,” said the vice-president. Isabel Díaz Ayuso’s government announced last week an extension of inheritance and donation bonuses, during the debate on the state of the region in the Madrid Assembly.

This is not the only tax measure contained in Sumar’s proposal. As noted elEconomista.esYolanda Díaz’s supporters ask Montero to raise the maximum rate of personal income tax for capital income to 30%. This increase will affect brackets above 150,000 euros. “The income tax collection comes 85% from workers’ salaries, this is unfair, capital and labor income must increase progressively,” he insisted.

In addition, he proposes a change in VAT. On the one hand, he proposes to reduce the rate on general consumer services and on basic products and goods. This is where he includes hairdressing, electrical or veterinary services. Also diapers or gluten-free products. On the other hand, he proposes to force private educational centers “that practice segregation by sex” and private health insurance to pay the tax. For the Catholic Church too, “the time has come for it to pay taxes like everyone else,” he added.

In terms of housing, they have put on Montero’s table a catalogue of measures. The main one would force the CCAA and the PP City Halls to apply the Housing Law, declaring themselves stressed areas so that the price limit set by the text comes into force. If they do not do so – said Díaz – we propose that these administrations find themselves without public housing aid. In other words, Sumar proposes to condition this aid on compliance with the Housing Law. In addition, he urges to prohibit the purchase of housing for speculation in areas declared stressed. Of course – added the vice president – maintaining the powers of the LACC.

Regarding tourist rentals, Sumar proposes a modification of the Housing Law, which streamlines the sanctions in case of illegality. He also proposes to increase the VAT on tourist rentals to 21%. Finally, Sánchez’s government partner recovers the idea of the universal benefit of 200 euros per dependent child.
