Russians who are willing to participate in the SVO can start writing off loan debts of up to 10 million rubles. The State Duma will consider the corresponding bill today, November 19, in a plenary session. As TASS reports, the bill proposes to cancel the debts of those who conclude a contract with the Russian Ministry of Defense after December 1, 2024.

In the second reading of the bill, amendments were introduced to write off loan debts, the initial purpose of which was to exempt SVO participants from the collection of performance fees during the period of their participation in hostilities. The document was presented to the House of Parliament by a group of senators and deputies in July. It was adopted on first reading on October 29. The amendments complement the law “On the specifics of the fulfillment of obligations under credit agreements (loan agreements) by persons called up for military service upon mobilization in the Armed Forces of the Russian Federation, by persons participating in a special military operation, as well as by members of their families.” Thus, the parliamentarians propose to supplement the law with an article that would exempt citizens who entered into a contract no earlier than December 1, 2024 for military service in the RF Armed Forces for a period of one year or more to perform military tasks Military District and their spouses of credit obligations Obligations can be terminated in the amount of up to 10 million rubles if there is a court decision on the collection of. debts or an execution procedure initiated before December 1, 2024.

The amendments also increase the period of suspension of the borrower’s performance of its obligations. Now it is calculated based on the useful life, to which another 30 days of grace are added. The deputies propose increasing the additional period to 180 days. Additionally, the document proposes changing the effective date of the law, if adopted, to December 1, 2024.

According to the Federal Bailiff Service (FSPP), in January-September of this year, lenders demanded to recover 1.41 trillion rubles from borrowers, which is 34.2% more than in the same period last year. In total, 10.9 million new execution procedures were initiated to collect debts from citizens, 11.6% more than a year before. In total, bailiffs carried out 24.4 million proceedings against citizens worth 3.37 trillion rubles.
