Every time the Valencian Security and Emergency Response Agency (AVSRE) faces a DANA or a forest fire, among other operations, the “CoordCom” system records the operations carried out by each of the agencies, including including firefighters, all police forces, Civil Protection or the Military Emergency Unit (UME), among others.

The system has a “critical and strategic nature”, specifies the specifications of the “CoordCom” operation and maintenance contracts, awarded by AVSRE in 2022 for 12.5 million euros to the company Ilunion It Services SA, the subcontractor that manages the “112 Comunitat Valenciana”. ‘.

The Generalitat Valenciana has used this system since 2009. “CoordCom” is owned by the Swedish company CSAM Public Safety AB (renamed in 2023 Omda Emergency AB), a manufacturer of military technology that has worked in the areas of control and geospatial planning and with drones, among others. Until 2017, the Swedish company had an exclusive agreement with Ericsson España SA to market, make modifications and provide licenses in Spanish territory. Starting this year, the technology company reserves exclusivity for the development of new custom features.

The program was the “technological basis” on which the response to the Covid-19 pandemic was based in relation to 112, in terms of professional and citizen communication and the sending of emergency resources.

The Cecopi room videoconferencing system

Integrated in the rooms of the Emergency Coordination Center of L’Eliana corresponding to Cecopi, are installed “audiovisual elements and equipment” of the “CordCom”, as well as a videoconferencing system and other equipment, which include high -speakers, telephones, monitors, video, audio and video controllers as well as satellite receivers.

The AVSRE’s mobile emergency management units also have similar technological equipment, notably in the Forward Command Post (PMA) vehicle, equipped with coordination and operations rooms. There are operational terminals of the “CoordCom”, in addition to the Eliana Emergency Coordination Center, in other AVSRE facilities in Alicante and Castelló. In the same year, the Ministry of Health awarded for 400,848 euros – also to the Swedish company – the services that enable the integration of the artificial intelligence algorithm into the “Coordcom G5” software for work processes daily reports from the Emergency Information and Coordination Center (CICU).

Finally, in 2024, AVSRE commissioned Omda Emergency AB (for 508,000 euros) to provide the software service for the new functions of the “CoordCom” system for video transmission via 5G in real time from the resources to the platform.
