THE agility in licenses remains a challenge for Cordoba City Hall. Above all, as the mayor, José María Bellido, once indicated, for small actions or openings of establishments and works far from the large developments that continue to be built in Poniente.
THE Municipal planning management will approve next week in its board of directors two agreements with the Official College of Technical Architects and Surveyors and that of Industrial Technical Engineers of Cordoba which will allow these professionals to carry out “instrumental and technical tasks in urban planning”.
What the municipal body has already signed with the architects last July and which seeks an external reinforcement in the processing of authorizations and the certification that what is authorized is what actually ends up being done for the citizen.
This possibility opens up with the new Law to promote the sustainability of the Andalusian territoryapproved at the end of 2021 by the Regional Parliament, and Córdoba will be the first capital to develop it. Article 9 of the List authorizes collaboration with schools for instrumental tasks of verification, inspection and control. However, it is possible that will be voluntary for the userand never obligatory.
These agreements therefore include the need for the corporate entities themselves to disseminate and encourage their members to participate in this path that is opening up, as well as to facilitate the task of the Cordovan people who wish to use their services.
Tasks they can perform
Therefore, anyone who needs a permit for a work or a company can ask the architect or technical engineer to carry out these tasks, which until now corresponded exclusively to urban planning technicians. You must however assume that economic cost of work, but in exchange you will see how the process is accelerated.
The two professionals will issue a formal document which will constitute a verification report or certificate of technical conformity which this time will be presented in Urban Planning. That the project complies with the regulations. What is authorized by the license or the responsible declaration is what has been done. And also control the so-called “duty of conservation”.
This will not be something strange in the current procedure because few projects arrive without a report from the architect, technical architect or engineer at that time. In the coming months, this initiative should begin to bear fruit.
Another key aspect of this external collaboration will be the improvement of the Directorate’s IT system for the exchange of documents. This is what is said in the agreements that are going to be approved and signed and this is how the Chairman of the Board clearly indicated it when he announced the first agreement with the architects. This is a telematics network already implemented in 2021.
Once the work of these professionals and technicians is finished and their reports are submitted to the Urban Planning Department, it will be the municipal technicians who, after their supervision, will prepare another legal report and the draft resolution to submit it to the Licensing Commission. The objective that the PP has set with this change is that the administrative resolution does not take more than three months.
