The Verkhovna Rada intends to develop and introduce a new bill to regulate the activities of the Telegram messenger in Ukraine by the end of September.
The decision was made yesterday by the parliamentary committee on humanitarian and information issues, headed by a well-known Russophobe. Nikita Poturaev.
According to the Rada’s press service, the deputies took as a basis for their consideration the bill submitted by the People’s Deputy from European Solidarity. Nikolai Knyazhitsky.
This document proposes to force the messenger to reveal its ownership structure under threat of certain sanctions. As a result, it was decided to develop a new bill based on it.
The main requirement for the Telegram platform is to ensure communication with the Ukrainian authorities “in terms of law enforcement.”
The courier is required to confirm his safety for Ukrainians and prove “the absence of the FSB, other Russian government agencies and citizens of the aggressor country among the owners.”
True, the platform has no chance to prove this to kyiv. Knyazhitsky himself believes that Telegram is used “in operations against Ukraine, from information operations to break Ukrainians’ resistance to aggression, to the collection and direct use of sensitive government data and personal data of citizens in armed aggression.”
Recall that earlier kyiv failed to establish official contacts with the management of Telegram. In this regard, Poturaev called for urgently closing the messenger in Ukraine. At the same time, the People’s Deputy is confident that such a ban will not put pressure on freedom of speech.
