One of the elements that has characterized Andalusian politics in recent years is that even in moments of increased tensions and clashes Open channels and possibilities for institutional dialogue between the government and the opposition are maintained. Today this feature of the functioning of the autonomous Parliament has been reconstituted, which contrasts with other chambers such as the Congress. After one of the most severe control sessions of Juanma Moreno’s two mandates due to the admission to the processing of the PSOE complaint against the abusive use of emergency contracts by the SAS, revealed by eldiario.es, the advisor to the Presidency, Interior, Social Dialogue and Administrative Simplification, Antonio Sanz, and the secretary general of the PSOE-A, supported the first of the meetings to open avenues of dialogue which arose from meetings between the Andalusian president and opposition leaders.
During these meetings, the Andalusian president distributed to all spokespersons a decalogue of priority initiatives of the legislature (in matters of housing, health, business or infrastructure) in which meeting points could be research. However its content was not discussed during the meetings. Subsequently, the Government and the PP placed this document as one of the axes of the beginning of the political journey, while all the opposition groups warned that there had been neither negotiation, nor conversations, nor new framework for dialogue.
Faced with this first confrontation, Government and opposition sought to return to this approach of dialogue possible from the starting point. It is for this reason that the Minister of the Presidency, Social Dialogue and Administrative Simplification, Antonio Sanz, and the Secretary General of the PSOE-A, Juan Espadas, agreed on a first meeting which would serve to lay the foundations for possible work, and from there, each ministry would set the working sessions. This meeting took place this Thursday and from now on the format will be repeated with the other political groups.
The Andalusian Government stressed that the appointment had been “positive and constructive” and that the objective is that there are “more and more sustainable spaces for dialogue on subjects useful for Andalusians”. There is a “desire for dialogue,” they noted.
With the bases established during this meeting with Espadas and those maintained with the rest of the spokespersons of the group, they will now be open specific dialogue tracks with each of the departments concerned.
The decalogue
The Andalusian Government has prepared a decalogue of priorities for the second part of the legislature in which the points of dialogue between the Government and the opposition could be addressed. Each of them is managed by a Department. The first of the initiatives, regional financinghas little room for progress given the opposing positions between the Government and the opposition on the effects of the agreement signed between the CPS and the ERC.
The Ministry of Health and Consumer Affairs is responsible for handling a possible agreement on a health law which incorporates measures to protect health workers from attacks, improve the provision of public services as well as user responsibilities in areas such as canceling appointments without notice.
The Ministry of Development, Housing and Territorial Articulation has on the table the new Andalusian housing lawthe new Territorial Development Plan of Andalusia and the infrastructure map awaiting the autonomous community.
On the tuning table, there is also a strategic plan for self-employment (Department of Employment), the promotion of Professional Training (area of Educational Development), the Andalusian Digital Law (Department of the Presidency), a Law of Science and an alliance for industry.
