The insular government of the current minister Angel Victor Torres accepted the irregular award of “null and void” contracts to Soluciones de Gestión y Apoyo a Empresas SL for a value of 9,775,500 euros. Around the 12% of the total of what was assigned.

The report, currently in the possession of this newspaper, will be presented to the Parliament of the Canary Islands during one of the first plenary sessions next November, as sources from the current regional executive confirmed to EL ESPAÑOL.
Taking into account the absolute majority of the current government alliance between the Canarian Coalition and the Popular Party, it can be affirmed that the report will be transmitted to the Court of Auditors. Once on site, this organization will deduct the accounting responsibilities that could fit Torres and his then advisors.
If it had seen the light of day at the time, the document would have been devastating for the current Minister of Territorial Policy. Its conclusions are exhaustive: “Such contracts, in accordance with the provisions of article 65 of the LCSP [Ley de Contratos del Sector Público] could be involved in some of the causes of nullity as of right“.
The data
In the report, the Accounts Hearing questioned the amount of the contracts: “[Estas dos] companies that generated the greatest volume of contracts with the aforementioned autonomous body (they exceeded 8 million euros). the “lack of guarantees” and they were done with it companies “without accredited experience in the health sector”.

The first call for tenders, on May 4, 2020, for the “supply of two million masks KN95 protective clothing for the fight against Covid-19 for the Canary Islands Health Service”, worth 5,000,000 euros.
And the second, on the 22nd of the same month, for “the acquisition FFP2 protective masks intended for hospitals of the Canary Islands Health Service due to the COVID19 health emergency”, with a value of 4,775,500 euros.
Contradictions
It turns out that the summary of the National Court’s instruction has just incorporated a series of WhatsApp crossed between the then Canarian president and one of Aldama’s partners in the allegedly corrupt plot.
Aldama is now in preventive detention for his involvement in another fraud, also linked to a government concession of Pedro Sancheza hydrocarbon license by which would have defrauded more than 180 million VAT.
Just three months after concluding the two aforementioned contracts with the Aldama company, on August 25, 2020, Torres sent to Ignacio Diaz Tapia the following message, around nine o’clock in the morning:
“Good morning. I will send you the phone number of the advisor [de Sanidad] but We could talk later, if you wish, about the progress made. Díaz Tapia se había dirigido a Ángel Víctor Torres como representante de la empresa Eurofins Megalab, otra de las compañías de la trama Koldo, ofreciéndole información sobre unos test antiCovid que ofertaba, en plena desescalada.
Un informe de la Guardia Civil, ya enviado a la Audiencia Nacional y que mencionaba someramente la existencia del chat entre el empresario y Torres, ubica a Koldo García como la persona que había intermediado entre el Díaz Tapia y el hoy ministro. Todo, a pesar de que Torres sostuvo ante el Congreso que “jamás” ordenó “que se contratara con una empresa o no se contratara con otra”.
Así lo indicó el pasado 10 de junio durante la comisión del caso Mascarillas, donde también negó haber hablado nunca con Koldo. “A mí no me llamó el señor [Koldo] García nor the Lord [José Luis] Abalos”he then said. “I was never obliged to order the hiring of no company by any person from the Ministry of Transport,” he stressed.
Conclusions

The filing also indicates that the companies under contract have a corporate purpose that “does not correspond to the sale of medical supplies.”
In other words, the SCS attributed the purchase of medical supplies “to companies that do not appear to have nor accredited the required professional or technical solvency“In accordance with the provisions of the LCSP, neither “nor be legally qualified contract with the administration”, according to its corporate purpose.
