The Balearic Islands will ban construction in flood zones after Valencia’s DANA

The Balearic Islands will prevent construction in flood zones, a ban motivated by the DANA disaster in Valencia on which all parties in Parliament agree, who have given themselves a week to reach an agreement on the urban planning differences that they still maintain. .

On May 24, the government of Marga Prohens (PP) approved the administrative simplification decree-law which includes 170 modifications to fifty laws and decrees on subjects such as the environment, urban planning, energy, education and tourism.

The decree allowed construction in flood-prone areas of the Balearic Islands, but The Valencia tragedy made the president step back and announced that such a possibility would be avoided during the process of validating the May decree as law, reports Efe.

On October 9, 2018, the Balearic Islands suffered the flood of Sant Llorenç des Cardassar, which caused its torrent to overflow and the death of 13 people.

The decree was to be approved as law this Tuesday, but the PP and the opposition have given themselves a week to try to reach an agreement on its content.

The spokesperson for the PSOE, Iago Neguerelaasked the president to “set a date, a day and a time, and not WhatsApp” to begin this negotiation and that in addition to the opposition, she “listens” and also summons the technicians and scientists, who are those who really They know this problem.

Prohens demanded “the ability to yield to one side and the other” to reach a final consensus and defended that the negotiation must be “serious and discreet”, and not respond to the intention of obtaining political gain in a such a delicate question. such as citizen security.

All parties agree that the future law should prohibit any type of construction in flood zones.whether it is housing, as the PP initially proposed, or public services such as schools or health centers, as the left approved when governing in the last legislature.

The main difference is that The PP wants houses located in rural areas prone to flooding to be legalized once the crime committed by those who built them has expired. To do this, they must pay a fine and then undertake the necessary reforms to prevent risks in the event of torrential rains.

The spokesperson for Més per Mallorca, Lluis Apesteguia, He urged the president “who benefits” from the legalization of irregular rural houses in flood-prone areas and predicted that the future administrative simplification law would be “napalm against the environment.”

Prohens defended the need to protect the residents of these houses and insisted that, also in matters of urban planning, crimes stop.

The spokesperson for Més per Menorca, Joseph Castellsregretted that the change in the PP’s urban policy was due to the hundreds of deaths caused by DANA in Valencia.

Finally, the president once again insisted on dialogue: “It will not be because of this government that an agreement will not be found.”
