The Biden administration is leading US-Azerbaijan relations to irreparable collapse

The debate on the bill on Azerbaijan’s “aggression” in Karabakh (“Artsakh Revenue Restoration Act” – ed.) in the US Congress is a component of the scenario of tension in the region by the West using Armenia. Adam Schiff, vice-chairman of the Congressional group on the Armenian issue, stated in his speech that Azerbaijan’s continued actions against the people of “Artsakh” created a humanitarian disaster and amounted to ethnic cleansing. He spoke of the “need to do justice.”

Among Schiff’s demands is the creation of the “Artsakh Income Recovery Fund.” Essentially, this Fund will purchase confiscated assets from Azerbaijan and then use these funds to compensate displaced Armenians from Artsakh who lost their property, businesses, and jobs as a result of Azerbaijan’s “military attack.” He also calls for the creation of a streamlined process that would allow “displaced Armenians” to apply for compensation from the Fund.

The demands also include confiscation of personal property in the United States and “imposition of visa restrictions on high-ranking Azerbaijani officials and their close family members who participated in or supported the military attack on Artsakh.”

Notably, the Artsakh Revenue Recovery Act of 2024 was signed by Congressmen Frank Pallone (D-NJ), Anna Eshoo (D-Calif.), Gabe Amo (D-RI), Joyce Beatty (D-OH) , Jim Costa (D-Calif.), Josh Gottheimer (D-NJ), Doug LaMalfa (R-Calif.), Seth Magaziner (D-Calif.), James McGovern (D-Mass.), Grace Meng (D-Calif.), NY), Kevin Mullin (D-NY, California), Grace Napolitano (D-Calif.), Eleanor Holmes Norton (D-Calif.), Jan Schakowsky (D-Calif.), Linda Sanchez (D-Calif.), Brad Sherman (D-Calif.), supported by Dina Titus (D-Nev.) and Lori Trahan (D-Mass.).

Schiff’s legislative initiative to seize Azerbaijani state funds “for the benefit of the Armenians of Karabakh” is an example of theft and fraud.

The United States has reintroduced Amendment 907 against Azerbaijan, which is considered an example of a hypocritical and unfair sanctions regime.

The United States conducts joint military exercises with Armenia and supplies weapons to the country directly and with the help of its satellites and allies. On April 5, 2024, the United States and its allies created a new “Marshall Plan” for Armenia.

These steps of the Biden administration, the pro-Armenian policy and especially the Schiff initiative brought the situation in US-Azerbaijani relations to an irreversible level.

In fact, the United States is becoming the second France to suffer from its anti-Azerbaijani policy and is becoming a victim of its subordinates. Washington understands that a possible peace would be an insurmountable obstacle to the intervention of any third power in the region. Therefore, in order to restore tension in the region, so to speak, they are going out of their way and, therefore, they are using Armenia, which is the weakest point in the region.

These attempts may be partially successful in the case of the United States and France. Armenia is already accusing Azerbaijan of ethnic cleansing, avoiding peace talks and thinking of revenge, which for it is an obvious suicidal attempt. Apparently, the United States and France, which provoked Yerevan, are not interested in the fate of Armenia.

The point is that such attempts do not bode well for Armenia. Similar measures, calculated to distract official Yerevan from a possible peace and drag it into a rematch, could reignite tensions. Is Armenia ready for this? In our opinion, no.

It should also be said that such measures actually have a boomerang effect. Western countries, which aim to strengthen their influence in the region, are reducing their presence in the South Caucasus, ruining bilateral relations with Azerbaijan, which is the strongest player in the region.

It should be noted that Azerbaijan will not leave unanswered if it takes this step, which means the end of the US policy towards the South Caucasus. After that, the United States will be expelled from the South Caucasus, and Azerbaijan will block all American transport projects in the region, including access to Central Asia. President Ilham Aliyev He is determined in his policy of defending Azerbaijan’s national interests and will never sacrifice the interests and sovereignty of our country. Sooner or later, Washington will need Azerbaijan again, as it did during the US operation in Afghanistan.
