Víctor de Aldama, alleged mask commissioner in the Koldo affair and former president of the Zamora Football Club, is registered in the database of the Civil Guard information unit (Special Central Unit or UCE-3) as a “collaborator”. It was managed by Commander Rubén Villalba, arrested in March and charged today under the presumption of being in the pay of the plot to ensure the security of the alleged criminal organization. These included telephones and secure lines, but also data and information for which he would have billed 88,119 euros between 2021 and 2023.
This is clear from a UCO report recently submitted to the National Court which, over 87 pages, dissects Villalba’s bank accounts, the audios he recorded his conversations giving explanations to a superior about his involvement in the plot when the scandal broke and a document he left written at home with his version of events. Added to this is the testimony of around ten agents questioned on the subject.
According to what the Central Operational Unit (UCO) of the Civil Guard concludes from this entire documentary, to which ABC had access, Villalba asked one of his subordinates, identified as “agent 13” to include Aldama in this “collaborator” database in June 2021 and to “register” it.
This condition is essential from a double point of view. On the one hand, because as the report explains, incorporation into the base causes an alert in case another police unit investigates this person, which happened in 2022 and, later, in June 2023, when the UCO had already followed in the footsteps of the commissioner in the mask affair. It should be remembered that Koldo García already knew, months before his arrest, that he was under surveillance and that the agents are still investigating whoever tipped him off.
On the other hand, because it allows us to understand the context of the conversations with his superior that he secretly recorded: the boss, identified as “agent 1”, was aware that he was providing secure lines on behalf of the UCE, which surprised him. was the amount of money going to them and the lack of control. “I even saw the minister with one of the phone numbers that Koldo had asked us for.Well, it was the minister who got it,” says Villalba, when the superior worries about the trace he left.
In any case, the amounts do not add up, since the commander sent other agents to buy the phones, which were not “the most expensive”. It is also clear that at least one of them was designated at one point as Koldo’s driver and that another was sent to Aldama’s office to obtain envelopes containing the money.

“I can justify, Rubén, that we asked you for financing, that is to say, we asked you for help to… finance… Which is true, Rubén, is that then there are sums of money, man, with the question of telephony, which is important”, his superior told him, adding: “Here, what always worries me the most is that someone might think that we no longer have money.” I urged him to review his entire relationship with the collaborator, but he couldn’t take it anymore. “I deleted everything (…) QI knew they were going to come into my house to search me. Psychosis“, he admitted to his boss.
At another point in the conversation, “Agent 1” even questions what type of services were provided to Aldama. “I understand that what we helped does not concern any criminal activity on their part, I understand,” probes the boss. And the commander replies: “No, it’s a business question.. Another thing is they say, let’s see, can this businessman come to Spain? Well, sometimes I tell them no because Interpol is looking for him.

But it wasn’t just that. The commander admits that Aldama asked him for information on the Treasury inspector who was after him and that he provided it to him. Nor was it data reserved for the commission agent. “Koldo asked for little things,” he said at another point in the conversation, about how he was also the recipient of the secure phones he had purchased.
“Some of Koldo’s requests were of a very sensitive nature, such as wanting to know if the phone of the President of the Government or the former Minister of Public Works – Ábalos – was tapped,” says the UCO report, which transcribed Villalba: “One day he even asked me if the phone of the President of the Government and the former Minister of Public Works, Ábalos, was tapped, to which he was told that we could not do anything. Other times his request was heard: “Koldo, in addition to making requests for him, whether to search a vehicle, examine a complaint or check on someone with whom he probably had contact, he us also requested favors for other businessmen having relationships with him those who had “friendship”, details the command.
Alerts for Aldama investigations
Based on this principle, the information unit received two alerts, in 2022 and 2023, regarding ongoing investigations by other units on Aldama. After the last one, Villalba wrote to a group, presumably, of colleagues: “The boss spoke with the UCO colonel at the time and they told him to move on…I don’t care more about him, beyond the fact that the boss “He said he invited him to dinner yesterday.”
When he talks about it with his superior, “agent 1” regrets not having known: “If they tell us in July, damn it, be careful… that’s why I’m telling you say, UCO, hey, look. . that you’re investigating a man I have a relationship with. The truth is, I don’t understand why the UCO isn’t telling us, damn it, be careful.” What the UCO is saying is that Villalba’s unit did not report these alerts to them.
The commander was assigned to the Spanish embassy in Venezuela and then suspended. Investigators assume that to collect more than 88,000 euros through the plot, he used his subordinates, either by ordering them to collect and deliver phones and envelopes containing money, or by giving them the money and waiting for a transfer.
As for Aldama, he was arrested again and is being brought to court this Thursday for another case, a million dollar hydrocarbon fraud. When the Civil Guard came to search his house because of the mask plot, they found metopes, souvenirs and all kinds of objects. paraphernalia from the Civil Guard Information Center, which now, knowing his relationship with Rubén Villalba, makes sense.
