The Commission requests the collaboration of all companies in Andalusia to guarantee internships in the first and second years of dual FP

The Minister of Educational Development and Vocational Training, Maria del Carmen Castilloassured that the biggest challenge of this course is the dualization of professional training due to the implementation of the new law on professional training, despite the fact that Andalusia has extensive experience in this modality, with growth exponential of 156% of dual projects. since 2018.

In this sense, the councilor reported that “all the autonomous communities are asking the central government for a gradual implementation of the new regulations, but as in so many other things, it has turned a deaf ear.”

Castillo participated in Seville in 10th Forum of the Alliance for Dual FP: Towards new opportunities for the future, organized by the Bertelsmann Foundation in collaboration with Airbus Spain. The congress aims to share and promote good practices, initiatives and key projects of dual FP in companies, educational centers and organizations, as well as explore the practical implementation of the new FP law.

In her speech, the advisor declared that to achieve the transformation of the PF “today more than ever”, it was necessary greater public-private collaborationto be able to offer students the best training, both in the classroom and during training in a company or equivalent organization.

Thus, the advisor explained that the regulatory change caused more than 170,000 Andalusian studentsin the first and second years, must complete their practical internship in a company in 2024/25. At this point, Castillo emphasized that it is essential to have the involvement of all companies in FP, not just big companies but especially SMEs and micro-SMEs, who must see these courses as a means of having more trained professionals allowing them to be more competitive.

Likewise, he indicated that the ministry encourages and organizes meetings with companies, public and private entities, as well as with administrative bodies and agencies of the Council “to reach commitments that will materialize in numerous agreements in the coming weeks.”

He also sent a message of tranquility to businessmen, because last year all students will receive registration for Social Securitya cost that was not passed on to Andalusian companies but assumed by the ministry. As is the case in public centers, both the students and the subsidized centers themselves They are exempt from any bureaucratic burden this involves the contribution of unpaid internships.

Likewise, the advisor highlighted the enormous effort that is required not only from the administration but especially from teachers and students to adapt to the change in regulations. To this end, the Council has published a guide to provide answers to various questions at different times during its implementation. This involves giving educational centers and teaching teams the flexibility necessary to be able to successfully implement the new professional training model.

81% obtain a place

On the other hand, the owner of Educational development and FP reported that there has been a sustained growth in demand in recent years “due to the impetus of the Andalusian government and that it has been a faithful ally of these teachings to change mentalities and for society to perceived as a fundamental tool to improve productivity”. and the competitiveness of Andalusia.

To respond to this growth and this transformation of these teachings, the Council reinforced the FP staff with 800 additional teachers.

This course, the ministry offered a total of 167,907 new entry places PF supported by public funds; The offer has been expanded with 71 new training cycless and specialization courses until reaching 3,747 and young Andalusians will be able to study up to 197 different qualifications.

In this way, the advisor argued, 81% of Andalusian students who apply obtain a place in the public FP, compared to the 65% who were registered in 2018.

For planning the new offer, the ministry took into account the most requested profiles by emerging productive sectors with greater employability, with a particular impact on digital transformationhe transportationTHE logisticsTHE sustainability and the energy transition. Diplomas related to industry 4.0 have also been strengthened (Big data, smart industry either cybersecurityamong others), making it possible to fill the deficit of specialists in these sectors with a high employability percentage.

In this same line of action, the Ministry has been strongly committed to providing training related to the aeronautics sector over the last five years. Today, it goes even further with the creation of the new integrated center, the La Rinconada Aerospace Reference CPIFP (Seville) “Javier Imbroda”, a strategic location near the St. Paul Airport In Seville and to Aerospace Technology Park “Aerópolis”.

Likewise, the Ministry wanted to respond to training requests from future National Army Logistics Base which is being built Cordoba or with renewable energies or green hydrogen.

This year, as a novelty, the FP placed emphasis on people with special educational needs (SEN) and other groups at risk of social exclusion, with the aim of providing them with basic, professional and employability skills that enable them to participate in social, cultural and professional life.

In this sense, explained the advisor, her department has “the firm intention” that no one is excluded from a professional training route or without the possibility of continuing their studies.

One of the main advantages is that these students will be able to obtain two diplomas at the end of their studies, the title of Compulsory secondary education and the title of Basic diplomawhich promotes the possibility of a satisfactory professional placement. “This is a big step forward, since to date SEN students in Specific Programs only certify successful professional modules and the accreditation of the units of competence associated with them. In this way, we are responding to a historic request from associations and families,” said Castillo.
