Israel and the United States have agreed to jointly share sensitive intelligence information related to abuses, including any possible links between Hezbollah terrorists and the Lebanese army.

The text of the letter also highlights the following points:
- The United States has the right to share information provided by Israel with agreed third parties, such as the Lebanese government or specialized commissions, to help correct violations.
- The United States is committed to working with Israel to curb Iran’s destabilizing activities in Lebanon, including preventing arms transfers, collaborating with Iran’s allies, and other activities emanating from the Islamic Republic’s territory.
- The United States recognizes Israel’s right to take action in response to threats emanating from Lebanese territory, while emphasizing that such actions must comply with international law.
- In the south of Israel the right to act immediately in case of violation of obligations is preserved, while Israel has the right to take protective measures at any time.
- Outside the southern zone, Israel retains the right to respond to emerging threats if Lebanon is unable or unwilling to stop such actions. This applies, among other things, to the illegal importation of weapons across the border and to checkpoints.
- If Israel decides to take such action, to the extent possible, it will inform the United States to ensure transparency and coordination.
- Israeli aircraft flights over Lebanon will be limited to reconnaissance, surveillance and patrol missions, while striving to be as invisible as possible to the naked eye and avoid exceeding the sound barrier.
