The Córdoba Juvenile Prosecutor’s Office recorded twenty crimes against sexual freedom during the 2023 financial year, doubling the figure from the previous year. The deputy of the juvenile prosecutor, Carmen Rubiopresented this Friday these data present in the latest report of the Public Ministry, recalling that despite the alarming nature of the increase, it is a low figure (20 cases) in the context of the total number of cases that student at 508, 9.24 percent higher over the last twelve months.

Concerning the crimes of special gravity committed by minors (from 14 to 18 years old), the Córdoba public prosecutor’s office handled a total of three cases last year, all for sexual assault which are currently in progress.

In the section of crimes committed by minors under the age of 14, 124 preliminary procedures were filed, compared to 108 recorded the previous year, which represents a “significant increase”. Concerning the nature of these crimes – children under 14 – two stand out sexual assault28 for crimes against moral integrity, seven for abuse in the family and three for violent theft.

The Deputy Prosecutor for Minors expressed concern about “the precocity of sexual relations“, the lack of parental control over electronic devices and the easy access to pornography which is inferred from the sexual language used from a very young age.”

In this sense, Carmen Rubio emphasized that “the majority of crimes committed by minors are committed through social networks, where they are located, in particular TikTok And Instagramand these are all types of crimes against privacy, threats, harassment… “.

For his part, in this second part of the presentation of the prosecutor’s report in the meeting room of the City of Justice, the prosecutor responsible for human trafficking and immigration, Antonio Romero, focused on the door that opens in Cordoba to situations in which Justice must intervene with the possible non-admission of people non-EU foreigners since the opening of commercial flights at the Córdoba airport terminal.

In this sense, Romero emphasized that incidents of this type can occur – as they occur in many national airports – with the establishment of commercial exchanges in this matter and highlights the need to activate an unacceptable room that they must resolve through legal means and within a maximum period of 72 hours the authorization to stay in the city of that foreign person who arrives in the city and, for example, cannot prove that they are invited as tourist or show the authorities their own means such as Visa card to survive or stay.

Concerning the crimes of Violence against womenDeputy Prosecutor Beatriz Rey, recalled that the figures for these crimes increased compared to the previous year, with 3,176 cases registered, excluding those for minor crimes, and with an increase in emergency procedures of almost half a thousand.

This prosecution for violence against women requested the provisional detention of people under investigation 15 times last year, one more than in 2022.

Regarding the data provided by the Criminal Court 6 of Cordoba specializing in violence against women, of the 518 convictions handed down in 2023, 155 were acquitted286 were found guilty and 77 received a compliant sentence.

In this sense, Prosecutor Rey recalled that the penalties under emergency procedures are increased because in most cases the person indicted is the person under investigation. father of children of the victim, that is why their own lawyers ask that they do not go to prison and with the sentence it serves as a precautionary measure but already in execution.

For his part, the prosecutor delegated for the Protection of Persons with Disabilities, Fernando Santos, demonstrated that with the modification of Law 8/21, the procedures for the judicial constitution of support measures have decreased considerably, but nevertheless, requests for interviews and submission of writings transmitted by Mental health due to problems with family members of people with disabilities have increased significantly due to the lack of social and health resources of the Autonomous Administration.

Santos denounced during this press conference that there is “a great deficit in socio-health care for the mentally ill and this is what causes complaints to arrive here at the Prosecutor’s Office.” People who come to ask for help, because in the socio-health field there is a lack of follow-up and these dysfunctions which affect the family and sometimes lead to behaviors which are in the Penal Code.”

There are a very high number of these people – 180 people with disabilities in prison – who represent 16 or 17 percent of the total number of prisoners, which is, according to Santos, a “serious number.” Santos knows that the Ministry of Justice “is working on models of action with a pilot project and this opens a line of hope.”
