“The Culture Pass can be an opportunity to bring students closer to cultural citizenship”

dSince the 1960s, the history of the Ministry of Culture has found its impetus in bold projects, which have entered our daily panorama. In recent years, at the initiative of Emmanuel Macron, the Cultural Pass has come to rethink our cultural model in light of the evolution of French society. How to identify, stimulate and support the demand for culture? How can we raise the question of “publics” at the level of each individual? In an era of ultra-prescriptive algorithms, how can we reaffirm that happiness is always found in the offer and its diversity?

In three years, the Cultural Pass has already come a long way. The collective part, which our teachers carry out for middle and high school students, is a resounding success. The individual part, available from the age of 15, is also liked by young people, who now read more and half of them are open to artistic and cultural discoveries.

However, it is clear that this individual part remains, all too often, an instrument of cultural consumption and social reproduction, as two reports have just confirmed. Is this prohibitive? Between those, on the one hand, who demand the end of the Culture Pass, without recognizing its progress, its potential or the slightest possibility of improvement, and those, on the other, who defend the system without nuances or a critical spirit. , I assume a path of balance.

I am convinced that the Cultural Pass has the power to modernize our cultural model, as long as it responds to the following two challenges: how to really diversify audiences, incorporating into cultural life many young people who think that culture is not made for them ? And how can we really diversify the cultural practices of our young people, leading them to renew their habits? To address these two challenges, I would like to review the individual actions model in depth, based on five orientations.

First of all, I want to reinforce the democratic mission of the Cultural Pass. Without renouncing the universality of the system, we must also assume that the Cultural Pass aims to correct inequalities in the destination. While today each young person receives the same amount, I want to give more to young people of modest means, without neglecting the middle classes, who cannot be left aside.
