VioGen System

The province of Valencia is the one that includes the most municipalities within the police surveillance system for victims of gender violence of the Ministry of the Interior, VioGén, with a total of 59 locations.

They are followed by the provinces of Granada (56), Alicante (49), Córdoba and Jaén (38 each), Madrid (37) and Seville (34).

In total, 736 municipalities are part of this police system, including most provincial capitals, according to the Interior.

The town halls of all provinces and autonomous cities are present in this system, with the exception of Catalan and Basque cities. In these two autonomous communities, it is the regional police who manage the protection of victims of gender-based violence.

By signing the agreement with a municipal council, it is established what type of collaboration is assumed in the protection of victims.

The work is divided between National Police, Civil Guard and Council -your local police and officials-. And the percentage of cases that each can control is fixed.

Not all municipalities in the system have local police, but they can offer officers to assist victims. For example, to accompany them to file a complaint or to look after their children while they do so.

The fact that a locality is not present in VioGén does not imply that victims of gender violence in this territory are not protected. Both the National Police and the Civil Guard ensure their protection independently of the participation of the municipal council.

The VioGén system seeks to assess, through a questionnaire given to the victim, the probability of an attacker reoffending, the risk of a woman being attacked again as well as the potential risk of homicide.

Since 2019, it also evaluates the impact of abuse on minors who live in homes where violence is perpetrated against their mothers.

It includes the state security forces and agencies, the Navarre Foral Police, the Public Prosecutor’s Office and the judicial and penitentiary systems.

As of October 7, there have been 37 confirmed deaths due to gender-based violence in Spain in 2024, a figure that rises to 1,281 since 2003, when they began to be counted in official statistics.

016 serves all victims of gender-based violence 24 hours a day and in 52 languages.
