The Electoral Council fines Mañueco for “selling results” of the campaign and Carnero for asking to vote on 9-J

The Central Electoral Commission sanctioned this Friday the president of the Commission, Alfonso Fernández Mañueco, for “selling achievements” during an institutional event in the municipality of Boecillo within the framework of the European campaign and the mayor of Valladolid, Jesús Julio Carnero, for asking for the vote. with different hashtags on their social networks in this same campaign.

In addition, in the case of the sanction against the President of the Autonomous Government, the Director of Communication of the Council, Julio López Revuelta, was also sanctioned.

The Electoral Council recalled that the facts which motivated the opening of the sanction procedure in the case of Mañueco consist of “the alleged violation of article 50.2 of the Organic Law of the General Electoral Regime”, as well as the “duty of political neutrality. ” in institutional acts.

Concretely, the resolution refers to “the partisan use of the institutional site of the Council, as well as the institutional visit that the president of said Council made to the company 53biologics of Boecillo, in the terms that are included in the file” .

Such events, according to the Central Electoral Commission, could constitute an electoral offense which could be punished “with a fine of 300 to 1,200 euros”, in application of articles 153.1 and 19.2 of Loreg.

In addition, it should be noted that there is a possibility of reduction through voluntary payment of the penalty, cumulative with that applicable for recognition of responsibility, provided that this recognition of responsibility is manifested within the time allowed for making allegations .

In this case, if both reductions were applied, the amount of the penalty would be set at 720 euros.

Acknowledgment of responsibility and acceptance of the sanction must be formally communicated to the Central Electoral Commission within a period not exceeding 10 working days from the date of notification of opening of the sanction file.

If they do not voluntarily admit their responsibility, the defendants will have a period of 10 working days from notification of this agreement to provide any allegations, documents or information that they deem useful to their defense.

In the case of the Mayor of Valladolid, the facts which motivated the opening of the sanction procedure consist of the alleged violation of article 53 of Loreg by the publication on the day of the European elections of June 9, 2024 in his private profile on the X network of messages “with electoral campaign slogans”.

Specifically, Carnero published: #TuVotoEsLaRespuesta and #VotaPP. Such acts could constitute an electoral offense punishable by a fine of 300 to 1,200 euros, in application of articles 153.1 and 19.2 of Loreg.

As in the case of Mañueco, there is the possibility of voluntarily paying the fine and recognizing responsibility, the amount of which would also be set, as in the case of the President of the Council, at 720 euros.
