The Ministry of Justice of the Valencian government of Carlos Mazón, through the Security and Emergencies Agency, has indirectly denied the hoax that the PP itself has been trying to propagate for weeks, which seeks to hold responsible for organizations such as the Hydrographic Confederation of Júcar ( CHJ ) not to inform the mayors of localities affected by DANA, exclusive competence of the Emergency Coordination Center (CCE) of the Generalitat.

And he did it through a document to which elDiario.es had access, which he sent on November 15 to different town halls in which he asked for the telephone numbers of the mayors, more than two weeks after the tragic flood of October 29 and one day after the second storm which occurred on November 13 and 14.

The third paragraph of the document clearly explains why this information is requested: “The operational procedures of the CCE establish that in the event of declaration of an emergency or pre-emergency situation, this fact is communicated to the municipalities concerned, for the route established by each municipality.

An obligation which, as this newspaper reports, is established both by the Civil Protection Law and by the Special Flood Plan of the Valencian Community, legislation which clearly specifies that bodies such as the CHJ or the Meteorological Agency of the State are purely consultative and their only function is to inform the CCE of situations falling within its competence (respectively situation of dams and flows and climatological evolution), so that the single command which depends on the Generalitat takes the decisions appropriate and informs the municipalities involved in the emergency, which is not the case. in any case, it happened on October 29.

Emergencies had already sent this same document to the various town halls last June, after the regional elections, but apparently several of them did not send the requested information or if they did send it, the database did not been updated.

Precisely, the former mayor of Benicarló, Xaro Miralles, revealed on his Twitter account that the Emergency Service of the Generalitat called her twice on November 13, during the new DANA alert, thinking that she was still in charge of the Town Hall. The former mayor of Algemesí, Marta Trenzano, was also contacted by mistake by workers of this service on Wednesday October 30, the day after the disaster, to inform her of a mobility problem of several workers of a agricultural cooperative of this municipality.

From the Emergencies they then assured that it was the responsibility of the municipal councils to change the mayor’s contact details and that after the June 2023 elections they had sent the aforementioned circular, which has now been returned, to the councils for ask them to provide the new information and that the Benicarló City Council has not provided this new data.
