Brussels – when most European regions suffered from unprecedented extreme waves, the European Union Commission (EU) proposed a new climatic target for member countries to reduce greenhouse gas emissions by 90 percent until 2040.

This percentage is a comparison with the level of emissions in 1990 and is considered the right step towards the goal of zero emissions in 2050.

This goal of reducing emissions was first proposed in 2024 and appeared after the hard process of negotiations between member countries. The current goal requires the European Union to reduce emissions of at least 55 percent in 2030. The European Commission in May 2025 stated that Blok reduced 37 percent emissions emissions.

The European Commission, in a statement on Wednesday (2/7/2025), stated that this new goal is expected to ensure confidence in investors, “strengthens industrial leadership from our business and an increase in European energy security.”

However, not all member countries agree with this plan. Activists protested against the contradictory item on the purchase of carbon loan in the international market.

Carbon loan is just a dream

According to this proposal, the countries of the European Union can buy international carbon loans for green projects in third countries, starting from 2036 and so on, and use them to compensate to 3 percent of the 1990 emissions.

“This step can be a security network to guarantee that the target target can be achieved by approaching climatic neutrality,” the European Commission said, quoted from the page DW IndonesiaMonday (7/7).

Nevertheless, climatic activists say that this item about flexibility is included in the proposal from the pressure from the member countries, such as France and Germany, as well as large industrial groups. They consider it to sacrifice investments in the country.

According to Mathieu, an expert on climate and agricultural issues from the European Environmental Bureau, a 3 -percent point on the flexibility of a “bad idea” for a number of reasons.

“That is, the European Union will invest in other countries outside these blocks in order to reduce their emissions, and this is problematic, because we need these investments in the European Union. We also have sectors to make a decarbonization, and we need means to transform energy, ”he explained.

“Each country in the world should be committed to climatic actions. If the European Union calculates this carbon loan to achieve its own goals, then what about other countries that should also reduce their emissions and achieve their own goals? ”

The Governor of DKI Jakarta, Pramono Anung, directly observed the project of the construction of tidal embankments in Muara Angke, North Jakarta. The project is intended for completion at the end of 2025 to overcome tidal floods and protect the coastal areas from the influence of climate change.
