The Generalitat Valenciana has approved several budget changes worth more than 402 million euros which were published in the Official Journal this Monday. Most of them correspond to increase in credits from the liquidity support mechanism of the autonomous communitiess, basically known as FLA, after approval from the central government.
Concretely, the Generalitat increased its expected revenue by 341 million euros thanks to the increase in the mechanism by which the State extraordinarily finances the Autonomous Communities with more debt to cover undisbursed expenses from previous years. The DOGV reflects two resolutions to this effect. The first, with 129.6 million euros will be allocated to one of the major chapters of health spending which, year after year, exceeds the planned budget: pharmaceutical spending..
The second, of 211.9 million euros, is also intended to fill the deficit gaps from previous years and also from Health.but in this case to cover the costs of hospital care which had not yet been paid.
The third of the modifications included for the largest amount, of 47.8 million euros correspond to European funds linked to REACT-EU projects and actionssince the Generalitat entered this amount last August.
As for the rest of the modifications, the change in the destination of funds within the Vice Presidency and the Department of Social Services, Equality and Housing is striking, which modifies 3.3 million euros of the investment chapter of the programs planned for the reform of social centers and their replacement and transfers them to chapter 2 of expenditure.
“It should be noted the amount allocated to Chapter 2 Purchases of current goods and operating expensesof the aforementioned budget program, is insufficient manage the operation of the centers belonging to the Generalitat and part of the Valencian Public Service of Social Services. This is why it is necessary to increase appropriations to meet the obligations generated in the integral management of residences and day centers for dependent elderly people, centers for minors and centers for people with functional diversity”, specifies the resolution .
More public funds
It is precisely the amount budgeted in the investments of Social Services which is practically recovered by another modification, by which the Generalitat receives 9.91 million euros from the support and long-term care plan: deinstitutionalization, equipment and technology of Loss for these services of the Ministry of Social Rights and Agenda 2030. The Generalitat allocates 3.5 million for investments in social centers and another 6.5 million for equipment and technology in chapter 2 of social services expenditure.
Other minor changes are also included. Changes in budget items are frequent, although in this case they affect the accounts of the first budget prepared and managed by the government of the popular Carlos Mazón.
