The Minister of Agriculture of the Generalitat Valenciana, Miguel Barrachinadenounced that “the prohibition of the Confederation Hydrography of the Jucar for municipalities to clean canals and ravines” prevents reducing the risk of flooding due to floods such as DANA and assured to refuse authorizations to municipalities to undertake these preventive works.
“He hang out and connection white hair and the debris transported by the current made it difficult for the water to pass through different points of the canals, particularly on the bridges, which contributed to the overflow”, detailed the regional manager in a press release, referring to one factors which – at his trial – aggravated the damage caused by the waterspout.
“These situations highlight hazard both for people and for infrastructure”, he stressed, which is why he urges the CHJ to “allow municipalities to intervene in the cleaning of their ravines and canals within their municipal boundaries to carry out the removal of reeds, sticks, weeds and waste.
According to him, “the refusal of the CHJ to authorize “Preventive interventions demonstrate an alarming gap with the reality faced by municipalities which, on several occasions, do not even receive a response.”
It is for this reason that he called for simplifying procedures: “We cannot allow bureaucracy to leave our citizens exposed to danger.” And also, we must let the town halls. “Municipal elected officials must have greater autonomy to intervene in the cleaning of these areas, particularly in the event of an emergency,” he added.
