This Tuesday in the Council of Ministers, the Government approved the Muface concert for the years 2025-2026. These bases come after weeks of tensions with the private health lobby and represent an increase in the premium of 17.12%, the largest increase in the historic series, according to the Executive. While waiting for the reaction of private insurers, they have demonstrated a bellicose attitude in recent days. Just under a month ago, they said a 25% increase was “insufficient.” In the same terms, they spoke of 14% last week.
The application rules for the Muface concert correspond to the Council of Ministers and, later, private entities participate in the competition. In 2023, it is Adeslas, Asisa and DKV who stood up a few days ago from the table opened by the Ministry of Civil Service and threatened not to attend the call for tenders if their expectations were not met. not satisfied, an increase of around 40%.
While waiting to see if they carry out their threats, the new agreement, for 2025 and 2026, amounts to a total amount of more than 1,337 million euros for the first year and 1,345 for the second, with an increase half-year total of 304 million euros. compared to the last year of validity of the previous concert, according to the ministry headed by Óscar López. At the end of this auction, insurers participating in the call for tenders will receive an average premium per mutualist of 1,032.12 euros and 1,208.81 euros each year.
As indicated by the ministry, the calculation of the premium takes into account new health services included in the basic portfolio of the national health system, including oral health, advanced therapies, new developments in vaccination or the increase in hospital expenses, in addition to the increase in medical costs. Precisely, the Spanish Association of Free Practice Doctors (Unipromel) had announced a possible appeal if the increase in the bonus does not affect their salaries.
The 17.2% increase announced this Tuesday represents an increase of 16.5% in 2025 and 0.62% in 2026. According to ministry data, the annual increase in the premium was 4.4% of the average of the last 25 years. At the previous concert, it was 10%.
That same Monday, the Independent Trade Union and Civil Service Center (CSIF) accused the government of wanting to put an end to Muface. In an interview with TVE’s 24 Hours channel, its president Miguel Borra hopes that the government would have “reconsidered” the 14% that, according to him, the executive had offered at the last meeting. “The government has the obligation to sit down and has the obligation to provide health care to these millions and a half of people, between owners and beneficiaries, who are currently in the Muface model, a private insurer”, a- he asserted.
