The Higher Council for Scientific Research (CSIC), an organization dependent on the Ministry of Science, Innovation and Universities led by the socialist Diane Morantsent to the Generalitat Valenciana a proposal on the analyzes and verifications to be carried out in the areas affected by DANA on October 29 and increases the cost of the investigation at more than 320,000 euros.
The document, put forward by The provinces and consulted by EL ESPAÑOL, was sent to the Ministry of Environment, Infrastructure and Territory.
The proposal includes “a volume of 1,000 samples (40 sectors of Rambla del Poyo + 40 sectors of Albufera, with a frequency of 1 monthly sample per sector)”. The “costs of sectorization, routine monitoring and samples for specific analyses” are included.
In addition, this budget includes “costs of materials, technical labor, phenotypic and molecular analyses, and associated operating expenses“.
“If a larger volume of samples or additional analyzes are required, the cost may increase proportionately,” the document warns.
The distribution budget includes the following elements.
On the one hand, the sectorization of the territory, for 10,000 euros (taxes not included).
On the other hand, the monitoring of “the physicochemical and microbiological parameters of routine samples, as well as 10% of specific analyzes of samples”, which amounts to 250,000 euros (taxes not included).
Finally, the cost of monitoring organic compounds is estimated at an additional 60,000 euros (excluding taxes).
Objective of the study
The institution communicates that “the experience of the team, combined with the use of cutting-edge tools, guarantees reliable results for effective planning of cleaning work”.
According to him, “this detailed analysis of the Barranco del Poyo will not only facilitate immediate intervention, but also provide a valuable geospatial database for future management of the area.”
The objective of the study is to “determine the environmental impact of the sludge dumped in the Rambla del Poyo and the Albufera”.
To achieve this goal, “Firstly, a sectorization of the areas included in the study must be carried out. (Rambla del Poyo and Albufera), then carry out an assessment of the microbiological and physicochemical parameters of the sludge that will be dumped in the Rambla del Poyo and the conditions of the Albufera.
In particular, its composition will be analyzed to identify possible risks to the environment and public health, as well as to propose appropriate management measures that minimize its impact on the Albufera Natural Park.
According to the budget sent to the Generalitat, “this project will not only make it possible to study the sectorization of the area but also identification of risks linked to sludge discharge in emergency situations“.
In addition, “it will offer key information for the development of strategies
mitigation and adaptation.
“The results will contribute to the design of more robust public policies, guaranteeing sustainable management and consistent with the principles of the One Health approach, which integrates human, animal and environmental health,” underlines the organization.
“In summary, the proposed research addresses a critical problem derived from extreme events such as DANA, aligning with the sustainability and environmental protection objectives of the Valencian Community and the European Union,” states- he.
Waste Removal
The special group for the evacuation of bulky objects from the areas affected by DANA evacuated a total of 75,000 tonnes of goods since the launch of this operation, according to the latest report communicated by the Ministry of the Environment during the meeting of the Integrated Operational Coordination Center (Cecopi).
According to the management of the Generalitat, “today they are working on the ground 130 Cuban trucksafter the incorporation of a new contingent from Morocco and 12 trucks from the Community of Madrid”.
Likewise, the Cecopi spokesperson maintained that the mapping of the basements and garages concerned continues “to establish the work plan of the troops in collaboration with the municipalities, through the Generalitat and the Provincial Council“.
At the same time, Cecopi stressed the importance of informing populations that the evacuation of sludge and waste from basements and garages “is always carried out in coordination and under the supervision of professionals working to recover from this emergency” .
The plan that will be addressed for the evacuation of this waste establishes two collection points on the surface with the indications previously transferred by the CSIC for further processing.
