The government approved the draft law on sustainable consumption, which, among other things, will entail a prohibition of advertising short flights, when there is a less polluting alternative and whose difference is not exceeding two and a half hours; And it will impose a veto on the advertising of fossil fuel and those vehicles driven exclusively by them.
This is not the only step, because it also prohibits the advertising that launching panichist messages, cause fear and anxiety.
The draft law has “the goal of strengthening the protection of consumers and the environment with measures that contribute to conscious and responsible consumption,” explains the Ministry of Social Rights, consumption and agenda of 2030. Also, “promotion of the repair service, as well as ensures clear and reliable information about the environmental characteristics of goods and services that we consume.”
“This is an ambitious law that includes many measures, with five very ambitious aspects,” said Minister Pablo Bustrui during a press conference after the Council of Ministers. He also deepened the need for these measures to lead to a decrease in prices for consumers. “In Spain, more than 12 million people pollute 1% of the population. This is rich, which most polluts the poorest that they pay the most, ”he emphasized. “The economic system must be liable and provide access to the method of sustainable consumption, this is the right, and not the issue of income.”
The text that comes out of the Council of Ministers also prohibits the increase in prices in the resale of records, and measures are included to combat planned obsolescence, avoid “green washing” or “ecopostereo” and warn the consumer about the phenomenon known as the reduction. Similarly, the project collects initiatives to encourage the circular economy, the right to repair or promote more stable purchase elections. In this sense, he transposes two European directives: a directive to expand the rights and opportunities for the environmental transition and the right to repair.
Complete the advertisement of fossil fuel
As for the project details, the law of sustainable consumption provides for any advertising for energy products compiled exclusively from derivatives of fossil origin, in which renewable components do not participate, the ministry explains. “The restriction will be applied when advertisements will be issued by companies in the coal or oil sector, excluding from this forbidden gas. This legal modification is aimed at reducing the availability of products or services based on fossil energies, such as gasoline, which contribute to an increase in greenhouse gas emissions and air pollution. ”
The text also considers the ban on advertising short flights when there is a cleaner alternative, and this does not include an increase in more than two and a half hours of path. The ban will be applied only when the route has the origin and purpose on the territory of the peninsula. Finally, the ban will also affect the advertising of vehicles that are controlled exclusively by fuel fuel and, therefore, is more polluted.

In order to limit this practice, the future law will prohibit companies to make general and not subject to verification of applications about the stability of their products or in their labeling. Among the examples of general environmental reports that will be excluded, for example, “respectful surrounding”, “environmental friend”, “green” or “biodegradable” are included. “We are going to create a system for objective certification,” Bustrui said.
The limitation of programmed obsolescence is also persecuted. Thanks to this practice, companies deliberately reduce the useful life of products, such as devices for people, in order to replace them early. To act on this flank, the consumer’s offer encourages the repair of products during the legal guarantee, increasing this period in twelve months, when the repair was chosen instead of replacement when using a guarantee. Similarly, the manufacturer, marketer or importer (when the manufacturer goes beyond the EU), should assume 20% of the cost of repair within the first two years after the end of the period of legal guarantees. This obligation is 10% in the third year and 5% in the room. And spare parts should be available for 10 years.
Similarly, a preliminary project plans to introduce an online platform where consumers can have access to the renewal repairmen to request budgets and a repair request, it transfers consumption. Similarly, this standard prohibits hiding information for the consumer about software updates, which negatively affect the work of goods using digital elements; It prohibits representing software updating, which only improves the characteristics of functionality and, among other things, prohibits any commercial connection in relation to good, which contains the introduced characteristics to limit its durability.
