Although we approached several institutions to obtain information on the subject, the “doors” remained closed to us.
The State Highway Agency and the Joint Water Supply Service for Large Cities have therefore declared that they are not responsible in response to our inquiry on the matter.
The Press Service of the Executive Branch of the Yasamal district “has a name, but not an organization” in the literal sense of the word. Although we called the press officer for two days in a row, our calls went unanswered. The person we considered official said: “I do not answer questions about the press,” and directed us to the “missing” press secretary.
The rules of the game have not changed. We went door to door, but no one showed up.
