The Minister of Finance and Public Administration, Elena Manzano, recorded this Wednesday, November 20, in the Extremadura Assembly, the preliminary draft law on the general budgets of Extremadura for parliamentary treatment.
These counts are the highest in the entire history of Extremadura, with more than 8.309 million euros, more than 181 million euros compared to last year and this will bring new measures in tax matters.
The person responsible for making public the distribution of these budgets was the Minister of Finance and Public Administration, Elena Manzano, during a press conference after the registration of this bill which begins its parliamentary process. without the support necessary for its approvalpartial amendments are therefore awaited for approval.
As a novelty and with the approval of these budgets, the Government of Extremadura will apply 50% deductions from the regional personal income tax quota (IRPF) for new residents for three years, which will increase to 75% for those under 36. This is one of the main tax measures, announced yesterday by President María Guardiola.
With these deductions, Extremadura wants “attract people” into the communitybecause as Manzano pointed out, “we are obsessed with the fact that through taxation we can promote effective residence in our region”, affirming that it is not a question of “positive discrimination” but rather “of a measure to compensate for the difficulties they face. certain taxpayers when they reside in certain territories or reside in others.”
Manzano emphasized the 75% bonus on full regional quota In order to attract “all these young talents”, many of them come from Extremadura, he stressed, who “faced with the impossibility of accessing employment” in the community have “left towards “other regions, but who want to come back”.
Deductions for ALS patients
Regarding deductions, Manzano mentioned the two new deductions for patients diagnosed with ALSin order to “compensate for this very significant expense” borne by those who suffer from this disease. The first of these amounts to 2,000 euros for the full income tax for patients, but can also apply to spouses or de facto partners and to ascendants and descendants justifying cohabitation.
Furthermore, and in order to “cushion” the impact of the regional aid of 2,000 euros on the income tax return, a deduction will be applied so that this amount is not taxed.
On the other hand, a new personal income tax deduction of 20% is introduced for donations to cultural and artistic entities and for the sponsorship of athletes up to a limit of 500 euros.
Legacies and Donations
As a novelty in terms of inheritance and gift tax, the treatment granted to kinship groups I and II will be assimilated to groups III and IV. This measure aims to. correct an “inequality” that “many taxpayers” suffer when someone with whom they have a “special connection” dies but is not considered a family relationship under tax law.
To do this, a specially linked record will be created and will include special features such as step-children, step-grandchildren, step-fathers, step-mothers, step-grandfathersor when the taxpayer proves effective cohabitation for three years with the deceased, regardless of their relationship.
Finally, and in order to encourage the active participation of society in the promotion of sporting activities, alongside this deduction of personal income tax of 20% of the sums paid, a bonus is also introduced so that the athlete does not have to pay taxes. when to receive them in gift taxes.
Deductions for purchasing a home
These tax measures are in addition to those introduced in the decree-law approved by the Government which will be validated this Thursday in the plenary session of the Assembly, by which The real estate transfer tax for the purchase of housing up to 180,000 euros is reduced from 8 to 7 percentwith an income ceiling of 28,000 euros for individual taxation and 45,000 for joint taxation. This rate drops to 6% when the buyer is under 36 years old.
An additional bonus of 20% is also envisaged for young people, large families, disabled people and single-parent families, i.e. 5.6% and 4.8%.
The collection is growing
The advisor stressed that there is “room” for these new deductions after last year, with the first tax cuts promoted by the current executive of María Guardiola, the community recorded a “very significant” increase in collection, which registers, according to the latest data provided by the National Agency of Tax Administration, at 45.7 million euros more.
In this sense, he highlighted that with the modification of the rate, “42 million euros were returned to the residents of Extremadura”, so that this year a “larger collection” was received, so that Extremadura has “room to continue acting”, because when the money returns to taxpayers, it reactivates the economy and, without a doubt, generates greater revenues”, he said.
With all this, Manzano estimated at 1,025 million euros the “tax benefits” envisaged by this budgetary project which will be put “in circulation” in all tax figures.
