“As a result of operational and technical measures, Huseyn Guliyev, born in 2006, administrator of the control panel of the application where these illegal acts were recorded, was identified and detained.
Through investigations, it was discovered that he promoted Farmaniya.com as an official investment project by presenting himself as a blogger on social media and gained the trust of users with various tempting promises. H. Guliyev told victims that they would get great benefits in exchange for their investment and created a fraud pyramid with fake offers.
In this way, more than 18,000 people who requested access to the site managed to register and, as a result, nearly 400,000 manat were embezzled through fraud.
H. Guliyev used the electronic wallet opened in the name of his acquaintance Badamkhanim Ahmadova, born in 2004, to confiscate citizens’ money. In exchange for this activity, that person also obtained financial income from the funds obtained through fraud. As a continuation of the measures, B. Ahmadova was detained by the General Administration staff and subjected to investigation,” the information states.
It was noted that investigations revealed that more than 700,000 manats were deposited on the bank cards used by the detainees during their fraudulent activities:
