National Court judge Ismael Moreno, instructor of the Koldo affair, summoned so-called agent 1 as a witnesssuperior of the commander of the Civil Guard detained in this case, Rubén Villalba.
The anti-corruption prosecution had requested this, as well as the testimonies of several agents of the Armed Institute who, as reflected in a police report, had conversations with Villalba.
In the call Koldo affairThe Central Investigating Court number 2 of the National Court is investigating an alleged corruption plot dedicated to the collection of illegal commissions through public procurement.
The cause is called Koldo Garcia Izaguirreformer advisor to José Luis Ábalos when he was Minister of Transport, a department that granted major awards under suspicion. The company received them SL Management Solutions.
In a recent report, the Central Operational Unit (UCO) of the Civil Guard transcribes several conversations (in person, by telephone and by WhatsApp) between Rubén Villalba and Agent 1, who is only identified by his function: he is head of the former within the information department.
One of these interviews refers to the condition of being investigated by the UCO of Victor de Aldamaconsidered the arranger/middleman/commissioner of the alleged corrupt conspiracy.
—Me, when we started to get angry, when we started to jump, in June 2023, now to see everything again… in June 2023… that’s when we started to have some kind of doubt, because in our system it is obvious Winner [de Aldama] has open investigations— Officer 1 said.
—Yes yes— Rubén Villalba responds. —I knew it for a long time—.
Another of the conversations transcribed in said report includes the so-called Agent 2, aware that information had been produced that alerted the network that the UCO was following his tracks.
—What is interesting is to know if someone has made a request, because if they do an audit and we…— said this civil guard.
The Central Operational Unit, author of the report, regrets that none of these agents of the General Directorate of Information warned them of the fact that Aldama knew that he was the subject of an investigation.
Other conversations between Rubén Villalba and Agent 1, his supervisor, frequently mention Koldo. On December 21, 2023, the commander’s boss told him: “Damn, Koldo angry as a monkey, Víctor de Aldama angry as a monkey, thinking that what’s more, we gave them a kibble. (…) Shit , that we were with them… And now that we knew we were going to stop them, [digan que] we moved away“.
“What we have to avoid is that, from something that we normally did, now, because of their anger, they take us and splash us,” said Agent 1.
The agents
Now, Judge Moreno will question these and other civil guards about these conversations and certain activities related to the plot. Concretely, he summoned agents 1, 4, 5 and 6 for December 2. To agents 7, 9, 12 and 14, for the next day.
Likewise, he also cites the partners of Aldama who were allegedly the subject of an investigation on November 25 and 26: Ignacio Díaz Tapia, Luis Alberto Escolano, César Moreno Garcia and Javier Serrano Costumero. Also to the secretary of the commissioner, María Piedad Losada Romo.
In fact, as EL ESPAÑOL published, the WhatsApp between Aldama and the latter confirm that the businessman bought a chalet in Cádiz which the former minister Ábalos ended up taking advantage of in the summer of 2021.
Díaz Tapia, Escolano, Moreno and Serrano have already been investigated as part of this procedure. But the prosecution accuses them of a new crime: that of bleach. The judge accepts their request and summons them again. The fight against corruption does not exclude also attributing an offense of corruption.
Aldama, Koldo and Rubén
It was Koldo García, while he was an advisor to Ábalos, who put Aldama and Rubén Villalba in contact in 2019. On the other hand, the commissioner’s brother was Ábalos’ bodyguard.
Víctor de Aldama, according to police reports, regularly made payments to the commander of the Civil Guard so that he could provide him with phones that were not tapped (called bugging).
According to the report of the Anti-Corruption Prosecutor’s Office in which the judge is summoned, agents 4, 5, 6 and 7 were ordered by Villalba to deposit this money into their accounts.
On the other hand, agents 12 and 14 would have collaborated with the detained commander to carry out a search of Aldama’s car and office, in order to rule out the presence of hidden microphones. For this, they would have used equipment from the Civil Guard.
Likewise, Rubén Villalba registered the commission agent in the Benemérita informant database, in order to receive an alert if an investigation was opened against him. This is why, since the start of the trial, suspicion has weighed on Villalba, according to which it was he who warned of the plot that the UCO was following in its tracks.
