Judge Lidia Prado Zurdo recused herself in favor of the TSJ of Madrid because she considered that there were reasons for Millán to be investigated for influence peddling, corruption, prevarication and fraud in administration. The Prosecutor’s Office appealed because it believes that the evidence against Millán should be reflected in a reasoned statement, a judicial instrument that requires a more elaborate narrative than that used by the judge. Four companies from Roselló obtained, between 2006 and 2011, more than 660,915.21 euros in contracts from the Department of Youth, headed by Ana Millán, according to data that the UCO obtained from the Treasury. When Millán changed municipal councilors, the municipality of Arroyomolinos stopped recruiting Roselló, according to the Civil Guard. During this period, between January 3, 2008 and July 13, 2012, Ana Belén Millán received 44,462.67 euros from the company Neverland, owned by Roselló, as indicated in the reports of the Central Operational Unit of the Civil Guard incorporated into the file.

At this point, the judge’s order lists the alleged advantages that Millán obtained for the award of these contracts. “[Millán] received payments worth a total of 51,104.67 euros from Neverland Eventos and Francisco Roselló himself.
