The court that cited as accused in March 2022 the former mayor of Arroyomolinos Ana Millán, accused of several corruption offenses, will present a reasoned brief before the Superior Court of Justice of Madrid in which it will present the “solid and sufficiently justified” evidence » . to request that this judicial body be the one that investigates number 3 of the Madrid PP, since it is currently short of capacity.

Judge Lidia Prado Zurdo recused herself in favor of the TSJ of Madrid because she considered that there were reasons for Millán to be investigated for influence peddling, corruption, prevarication and fraud in administration. The Prosecutor’s Office appealed because it believes that the evidence against Millán should be reflected in a reasoned statement, a judicial instrument that requires a more elaborate narrative than that used by the judge. Today, Judge Prado agrees with the prosecution and prepares to prepare the aforementioned reasoned statement.

In the order in which she assumes the prosecution’s thesis, to which elDiario.es had access, the judge cites the UCO investigation, which spans four years, the documentary evidence, the statements of witnesses and analysis of the information collected.

Madrid’s High Court of Justice had already opened proceedings following the judge’s removal order, but had not yet decided whether to charge Millán. Once the instructor, Francisco José Goyena, was appointed, he informed the prosecution to rule on the accusation of the former mayor of Arroyomolinos, but the public prosecutor chose to first request the reasoned statement.

The Court number 6 of Investigation and First Instance of Navalcarnero is investigating the income of Millán and his entourage by the businessman Francisco Roselló, winner of the Councilor’s Office who occupied politics before becoming mayor of the municipality of ‘Arroyomolinos. In June 2023, Millán left the town hall of Arroyomolinos after Ayuso elected her vice president of the Assembly of Madrid, to which must be added her position within the PP of Madrid as vice secretary of the Organization.

Four companies from Roselló obtained, between 2006 and 2011, more than 660,915.21 euros in contracts from the Department of Youth, headed by Ana Millán, according to data that the UCO obtained from the Treasury. When Millán changed municipal councilors, the municipality of Arroyomolinos stopped recruiting Roselló, according to the Civil Guard. During this period, between January 3, 2008 and July 13, 2012, Ana Belén Millán received 44,462.67 euros from the company Neverland, owned by Roselló, as indicated in the reports of the Central Operational Unit of the Civil Guard incorporated into the file.

As the judge noted in his restraining order, a civil servant described in court “the difference in treatment accorded by the former advisor in hiring and in the manner of interacting with Grupo Educativo.” [de Roselló]which would have been different from that of the rest of the companies rewarded by his department. And he adds: “This confidentiality, this reserve and this personal treatment on the part of Ana Millán are significant, even more so if we consider that in parallel with this aforementioned participation, there occurred a series of circumstances that would link Ana Millán to the Grupo Educativo and to Francisco. Roselló”.

At this point, the judge’s order lists the alleged advantages that Millán obtained for the award of these contracts. “[Millán] received payments worth a total of 51,104.67 euros from Neverland Eventos and Francisco Roselló himself. The reason for this would be based on paying rent for a penthouse in Arroyomolinos, with option to purchase, for the value of the mortgage, community and supplies. Meanwhile, Neverland Events. he would have re-rented the property. “They were paid between 2008 and 2012.”

Likewise, Beatriz Millán, “sister of the former municipal councilor, received payments with a total value of 88,642.42 euros from GE Escuelas Urbanas and the GE Social Foundation, for work income and economic activities, for his professional activity in these companies. “They were paid between 2008 and 2016.” Urban Schools is another Roselló company. Ana Millán’s partner “was imputed, as income from work and economic activities, income totaling €37,578.04 coming from a UTE made up of the companies GE Escuela de Ocio and GE “Escuelas Urbanas”.
