THE Junta of Andalusia will activate this Tuesday decree 277/23 of aid to the 285 Andalusian municipalities affected by the DANA which struck several provinces of the community and which caused 1,841 incidents. Town halls have 10 days to communicate to the Council Shame in the municipalities concerned.
This is what the Minister of the Presidency and the Interior, Antonio Sanz, put forward at the end of the coordination meeting to assess the impact of DANA in Andalusia and which was chaired by the head of the Regional Executive, Juanma Moreno.
The advisor valued the work of local corporations in managing this emergency and explained that the mechanisms have been activated so that in approximately 10 days they can communicate the damages and incidents to make a more exhaustive assessment of the dimension of the emergency . DANA in Andalusiawhich mainly affected the provinces of Cadiz (526 incidents), Malaga (492), Grenade (233), Seville (214) and Almeria (161).
In total, they were 285 municipalities concerned out of the almost 800 that there are throughout Andalusia (more than 35%), which gives an idea of the “magnitude” of this cold drop, which left 30 roads closed (five left) and he hit the field and the crops (especially in the province of Almería, but also in Cádiz, Granada, Málaga and Huelva), as well as damage to rural roads, municipal and sports infrastructures, educational centers, hydraulic infrastructures and social centers.
To respond to this situation, the Board of Directors will approve this Tuesday the terms of membership of the declaration of catastrophic area, linked to the State Decree and the Autonomous Decree 277/23 of municipal aid to activate subsidies for agriculture, roads and infrastructure, among others, for populations who suffered the effects of DANA.
Sanz highlighted the coordination and loyalty between administrations to “minimize the risks” of the storm and valued the work of the emergency device of Andalusia – to which the members of Infoca have already joined -, which counts in total 4,700 soldiers.
Andalusian solidarity
Sanz wanted to emphasize the solidarity of the Andalusian people with the Valencian Community, where the number of deaths exceeds 200. Andalusia has moved more than 500 people to assist with emergency work, mainly firefighters, rescue workers, health and forensic teams.
Furthermore, the advisor highlighted that the largest move of Infoca outside Andalusia has been triggered, with the deployment of 30 fire trucks, 50 all-terrain vehicles and 230 soldiers (operations technicians and firefighters specializing in natural emergencies) who are already on site or who are on their way and will arrive this Monday.
Es-Alert alert system
Sanz also highlighted the importance of awareness and the responsibility of citizens to respond to alerts sent by official bodies in order to report risky situations.
During this DANA, the Council activated the Es-Alert alert system twice, Wednesday in Jerez (Cádiz) and Sunday in Almería. Andalusia has integrated a URL into the system so that citizens who receive the message on their mobile phone have access to the real risk situation and advice. The alert reaches the phones of people who are in the area, whether they live there or not, as well as anyone entering that area within the two hours later during activation.
Sanz clarified that the activation of this system responds to several factors and the requirements established by the experts and the Council is responsible for activating it, although it has clarified that the messages are not activated every time there is a red alertsince in this case the system would lose efficiency. Its application must therefore be “restricted”.
As explained, last week it was activated in Sherry from the border because it was not possible to go from house to house to order the eviction due to the flooding of the Guadalete River. At that time there was a high tide and also the houses are by the river, so it was a double red alert. However, in Huelva The alert was not activated because the situation was very different (low tide, among other reasons).
Regarding the two Super Puma helicopters large capacity that Andalusia sent to Valencia and which returned to its bases after not receiving no task In two days, Sanz stressed that “emergency needs change from day to day.”
The coordination meeting to assess the impact of DANA in Andalusia was held at the headquarters of the Emergency Coordination Center 112, in Seville. In addition to Moreno, four advisors (Economy, Justice, Development and Agriculture) participated, as well as those responsible for Emergency, 112 and Civil Protection.
