The amount of the security bill to host the Paris 2024 Olympic and Paralympic Games (JOP) has been, for months, one of the unknowns regarding the public spending of the French State for the summer event. A first estimate is already available: this security will have represented a cost of around 1,140 million euros, spread over a period from 2020 to 2024 for the police and from 2022 to 2025 for the gendarmerie.
The figure, which includes payroll, operating and investment expenses, was presented by Senator (Les Républicains) of Vienna Bruno Belin at the end of the hearings he held as part of the drafting of his report on the mission within the framework of the review of the finance bill for 2025.
The latter specifies that “The majority of the loans were effectively paid in 2024”and that the magnitude of the bill to be paid this year had not necessarily been anticipated to the extent that it will have been, which led “both forces to reduce certain [autres] expense items ». Thus, for example, the payment of rent for the gendarmerie has been deferred.
“An additional cost is managed” for the year 2024
Evoking “Exceptional expenses that appeared or worsened during the year”Mr. Belin highlights that the expenses related to JOP “ appears to be higher than anticipated », that generated “an additional cost that will be managed in 2024” and so? “The cost actually allocated until 2024 will ultimately be significantly higher”.
This lack of provision in the 2024 budget for the exact amount of the Games bill for the State, in all areas, was also pointed out by the centrist Marne deputy Charles de Courson. “Can you confirm for us that the part of the diversion in state budget expenditure of the additional costs resulting from the Games amounts to 1.9 billion? »the general rapporteur of the Finance Committee asked the Minister of Budget and Public Accounts, Laurent Saint-Martin, on November 7. “It is the order of magnitude”the latter responded.
The financing bill at the end of the management for the year 2024 foresees 900 million euros in net credit openings “deal with the additional costs related to the mobilization of security forces in the framework of the Games and take charge of reinforcement missions in New Caledonia”. For the Ministry of the Armed Forces, 300 million euros in net credit openings are planned for “take into account needs relating to external operations, support costs for Ukraine, internal missions, including, in particular, security costs for the Games, and reinforcement missions in New Caledonia”.
