The advisor reported the organization and functioning of the Municipal Police in this area and the strengthening of resources, personnel and training, which saw a substantial increase in 2024, from 15 to 23 agents.

Alonso also focused on the data processed by the body: in the first half of 2024, 31 reports were requested and processed by the court. for crimes against sexual freedom. If the annual projection was maintained on the figures for the first half of the year, in 2024 there would have been fewer crimes of this type than in 2023.

A growing trend, but slower in Pamplona

The population of Pamplona represents 30.63% of the total of the Foral Community (205,762 inhabitants registered as of January 1, 2023, according to the National Institute of Statistics), but crimes against sexual freedom in Pamplona in 2023 represented 45.9% of those in all of Navarra. Disaggregated data relate this percentage largely to the “capital” effect and the existence of a greater quantity and variety of leisure alternatives.

The figures associate this parameter with an increase in the possibility of committing and/or encouraging these criminal offenses. As an example, according to municipal police dataof the 51 offenses committed during the first half of the year, 26 were committed on public roads and 4 in reception establishments. The percentage weight of the city (number of crimes) does not necessarily translate into increase in all categories of crimes against sexual freedom. Last year, of the 192 crimes of this type recorded in the city, 27 of them (14%) were sexual assaults with penetration, while in Navarre this type of assault represented 19.3%, with 81 of the 418 crimes against sex. freedom So far this year, 10 reports of penetrative assaults have been recorded in Pamplona.

Regardless, the general trend of crime in this area is increasing. From 2022 to 2023 in Pamplona the number of crimes increased from 154 to 192, while in 2021, this figure was 122. This continuous rebound has occurred since confinement in general at all territorial levels and not only for sexual offenses, but also for all categories of offenses. In Pamplona this upward trend is also visible, but attenuated because the increase is less intense.

34.7% more troops in 2024

In 2024, this area of ​​police work was strengthened by 34.7%, increasing the number of officers included in it from 15 to 23. This increase was also accompanied by more resources, training and coordination with other security forces and public and private institutions.

The protection of victims as an objective

This new system aims to better cover the needs of the Protection Group for Women, the Elderly and Minors and those of the Gender Violence and Diversity Management Team, and to provide a better service against the commission of crimes of gender violence, hate or against vulnerable people. groups. The idea is that the support for victims of crime and its protection can be done not only with more resources but also with more time for each of them.

The protection of victims, in general terms, and most vulnerable or disadvantaged groups has always been a strategic priority of the Pamplona Municipal Police.

This commitment is historic, since since the eighties of the last century, the force had specialists in the investigation of crimes committed by or against minors, in addition to those related to people in a situation of helplessness. This anticipation in the treatment of delinquency of vulnerable groups has been extended to victims of gender-based violence, in particular following the approval of Law 1/2004of December 28, on comprehensive protection measures against gender violence. And it is precisely for this reason that in 2013 the Municipal Police was the first local security body in Navarre to join the Comprehensive System for Monitoring Cases of Gender Violence (VioGen) of the Ministry of the Interior.
