The offer of medical services will be expanded in the provision of mandatory health insurance services

The State Agency for Compulsory Health Insurance has initiated public debates to update the Service Provision.

Thus, in two public debates organized with the aim of optimizing cardiology and invasive cardiosurgery services provided by compulsory health insurance, the president, deputy and members of the Society of Cardiology of Azerbaijan, the Public Union of Pediatric Cardiology and Rheumatology , Azerbaijan Society of Cardiac and Vascular Surgery, Ministry of Health and Territorial Management of Medical Departments Invasive cardiologists and Union Licensed Cardiovascular Surgeons (TABIB) participated.

Aynura Ahmadova, head of the Agency’s Marketing and Public Relations Department, who opened the event with an introductory speech, said that the importance of public debates does not end only with listening to the opinions of experts:

“At the same time, this is a platform to study the demands, expectations and opinions of society, to make medical services more accessible and effective. Increasing and regulating the range of medical services provided will have a positive effect on the well-being of our citizens.”

Nargiz Aghayeva, head of the department of medical and pharmaceutical services, said that cardiovascular diseases are among the three most common diseases in the world. Considering the indications, invasive cardiology and cardiosurgical operations are important for the effective treatment of cardiovascular diseases.

According to him, the increase in services will allow the use of modern and effective treatment methods in healthcare:

“The increase in these services serves to improve the general health status of the population. The greater range of services ensures access to medical care for all. Invasive interventions lay the foundation for more precise detection and treatment of problems in an early stage. Our objective is to include the opinions and opinions of specialists related to invasive cardiology and cardiosurgery services in the service envelope that will be updated is to ensure that medical services are available to citizens, taking into account their proposals, also complying with modern medical standards. It aims to increase the quality of life of citizens.”

Salim Huseynzade, head of the department of medical services regulation and technical regulations, gave a presentation on the proposed changes. It should be noted that currently medical services with compulsory health insurance (XBT-9) are regulated based on the ninth revision of the International Classification of Diseases (Classification of Procedures). Since these codes are implemented in the software, the changes were made over the existing XBT-9 codes. He highlighted the regulation of special medical expenses used during the provision of some invasive radiological services. This includes stents implanted in the arteries of the brain and heart, drug-eluting or non-drug-eluting coronary and peripheral stents, and thrombolytic agents (drugs that dissolve blood clots).

The proposed changes include increasing the range of medical services available in the Service Package related to heart failure, sudden cardiac arrest, stroke, kidney failure and portal hypertension. These include endovascular embolization of brain and neck aneurysms, revascularization with synthetic grafts, other cardiac operations, intra-abdominal venous bypass, revision arteriovenous bypass for hemodialysis and other services.

In addition, the names of medical services are written more clearly and in detail on the newly prepared Service Envelope. For example, services related to the implantation of cardiac devices mention the types of pacemakers, the detailed description of the procedures included in the operation, and the names of the fibrinolytic substances used during thrombolysis therapy.

Orkhan Ganbarov, head of the healthcare cost calculation service, proposed drawing up a list of special medical expenses and medical supplies that affect the price for calculating rates for services. He also noted the possibility of applying risk-based coefficients that take into account age, sex and other factors along with base rates in the coming years.

The doctors said they will present their proposals in writing.

It should be noted that similar discussions are planned for neurosurgery, traumatology, ophthalmology and other services.
