Three weeks before the 41st Federal Congress of the PSOE, Spain is divided between dismay after the tragedy caused by DANA and the indignation of those affected. The country and collective mood is not in the mood to attract much attention at party summits. With that of the Socialists, the last week of November, Pedro Sánchez intends to refine the ideology of the brand, convinced that “the great social, economic, environmental and feminist advances that our country has achieved in democracy have always occurred under political leadership “. of the PSOE. This is what the introduction to the Marco Presentation says to which elDiario.es has had access and which Ferraz will send this Tuesday to all the groups to present their contributions.
No one expects, as has been speculated in recent months, major changes in the organization or even in the federal leadership. If María Jesús Montero remains responsible for the deputy secretary general and Santos Cerdán for the organization, as is assumed, the new appointments will have little importance because the weight of the structure will remain in the same hands. Nor will there be, at the same time as the Federal Congress, a profound overhaul of the government, beyond the change imposed after the incorporation of Teresa Ribera into the European Commission. The only doubt is whether or not Sánchez will retain this vice-presidency and to whom it will go. In the rest of the portfolios, no change is expected, as the members of the president’s trusted core have attested.
Where there will be new developments is in the programmatic corpus, as indicated in the framework document of the 41st Federal Congress, which poses four major challenges: a different growth model compatible with the well-being of the planet, new demographic and technological realities and a society that wants to work differently; the climate emergency; the transformation of the world order in the midst of a world where trade wars, armed conflicts, human rights violations, the questioning of the United Nations and the multilateral system and the rise of authoritarian and of ultra-internationalism. .
All in a presentation with more than 230 proposals which will be enriched and debated by activists in the coming weeks and with which the socialist leadership intends to “create a social democratic project which excites citizens and serves as a reference for social democracy worldwide. A project that puts optimism back in fashion and guides our efforts throughout this decisive decade,” we can read in the text.
Among the most innovative initiatives, we can cite:
Abortion and same-sex marriage, in the Constitution. The PSOE intends to bring to the Magna Carta the social achievements of the last decade and protect the advances made “against the advance of the extreme right so that they are observed and respected at all times and in each territory, regardless of political orientations “. sign that governs.” This will involve the right to voluntary termination of pregnancy, marriage between same-sex spouses, the public nature of protected housing and the obligation to increase the Minimum Professional Salary so that it is always higher than 60% of the average salary, as recommended by the European Social Charter.
Distribute company profits among workers. The socialists aspire to force large companies by law to distribute part of their profits among their employees, as had already been approved in France in 2023, “with the aim of promoting the involvement and efficiency of our employees and to achieve a more equitable distribution of wealth. .”
Citizen seat. “We will further open institutions, thus creating a citizen seat in the Congress of Deputies and the Senate as a space for direct citizen participation. This seat will not have a permanent holder or voting rights, but it can be used by different representatives of civil society to ask questions during control sessions to the Government and can address the Chamber to present proposals non-legislative popular initiative and citizen amendments to ongoing legislative initiatives, thus expanding citizen participation beyond the channels of a popular legislative initiative,” according to the presentation of the framework.
Progressive training in universities and vocational training. Gradually integrate the dual training model into all university degrees and professional training diplomas so that all students combine their theoretical training with practical experience in companies, in public entities or in NGOs.
FPU scholarships for the best records. A state scholarship program similar to that of the FPU (University Teacher Training) which will allow young people with better backgrounds and medium and low family incomes to spend time preparing an opposition to the main civil servants of the State.
Ban on tourist accommodation. The conversion of residential housing into tourist and seasonal housing will be prohibited in areas of high demand, with the aim of discouraging speculation, containing prices and guaranteeing citizens’ right to housing.
Universal citizenship assistance. We have created Universal Citizenship Assistance which will integrate all the non-contributory benefits of the system (IMV, unemployment, grants, family aid, etc.) into a single mechanism which will accelerate and simplify procedures, save costs and guarantee that each and everyone receives the help that corresponds to them.
Self-financing. Commitment to reforming the current model, guaranteeing greater resources to all Autonomous Communities, strengthening public services and making solidarity with an equal fiscal effort compatible with the recognition of singularities. The new system will lead to a more equitable distribution of financing, will close the way to tax dumping and will include the creation of a real autonomous Fund for reindustrialization and income convergence between the Autonomous Communities, establishes the presentation.
Fight against tax evasion by the mega-rich and the establishment of a minimum marginal rate of 50% in the general rate of personal income tax from 300,000 euros per year.
Defender of future generationsresponsible for analyzing the impact of ecological, social and economic imbalances and protecting the interests of future generations.
All this with the conviction, as expressed in the framework presentation, that “those who say that Europe has already reached its peak of prosperity and that the only thing it can do now is to control and delay its decline are lying or are wrong.” Socialists believe that “there is still great progress to be made and new levels of well-being to be achieved” and that “future generations will live in a better world than ours”.
