The Senate, with the majority of the PP, delays the reform of the law that frees ETA members and returns it to Congress

THE absolute majority of the PP in the Senate rejected the law a criminal record that allows several ETA members to commute prison sentences in other countries And send it back to Congressand not to the Government, to be definitively approved, following the interpretation made by the President of the Senate, Pedro Rollán, of a report by the chamber’s lawyers.

Although it was initially expected that the standard presented itself Having successfully passed all previous parliamentary procedures, which a priori made this Monday’s vote irrelevant, Rollán’s interpretation supported by this report will cause a delay in its final approval.

This report refers to the fact that if the majority of the plenary of the Upper House reject a textalthough not modified by amendments, is assumed is prohibited and referred to Congress for final approval and not to the Executive Branch.

The Senate President reported this interpretation of the veto of the bill after announcing the result of the vote, with 148 votes against, which imply a rejection by an absolute majority, 111 votes in favor and two abstentions.

Pedro Rollán based this position on a report from the Secretary General of the Senate, dated last Friday and to which Efe had access, which maintains that a rejection by absolute majority in plenary session “must have the legal effect of a veto, as was agreed definitively and comprehensively with the consequent return of the text to the Congress of Deputies”.

“We must understand that the entire Senate vetoed the text”declared Rollán before the senators, raising the article 90.2 of the Constitution and 106 of the Regulations of the chamber, after the debate of a bill which had received neither amendments nor veto.

The possibility of sending the text back to Congress was not mentioned at any time during the debate preceding the vote this Monday, which is why it surprised the headquarters of the PSOE and the rest of the groups that support the government.

Sánchez’s resignation

Marimar Blancosenator of the PP, was responsible for defending her party’s position during an eventful plenary session. Inside Ha requested resignation of the President of the Government, Pedro Sánchez, and in view of the legal reform that will allow the early release of several ETA prisoners, she asked the socialists if they were going to tell her, a victim of the terrorist group, that she is nostalgic of ETA.

The sister of Miguel Angel Blanco, who received long applause from his bench before and after his intervention, asked for forgiveness again because the Popular Parliamentary Group voted in favor of this bill and did not amend or present a veto in the Senate, which will mean that the law will be approved despite the rejection this Monday by the absolute majority of the popular.

In addition, he accused the government and the PSOE of not having withdrawn the “infamy” of the law and for what he considers to be a “hidden and calculated maneuver” to introduce “in a cowardly and miserable manner an amendment aimed at freeing bloodthirsty terrorists”.

“What is correct is that if we make a mistake, we correct it. What is correct is that if victims ask us to delete certain images, then yes, we delete them. On the other hand side, we do it. nauseous do not withdraw a bill even if the victims demand it because they demand justice,” he said.

He asked socialists to withdraw the law and apologize “to elect prisoners in exchange for budgets”although he stated that “they will remain silent and give up again because they are very proud to have broken the chains of the most bloodthirsty terrorists in our history and they do it with full conscience.”

The PP senator argued that in politics “corruption and plots are not worth it, it is not worth surrounding yourself with the heirs of ETA who laugh to continue in La Moncloa and that does not “It’s also not worth filling the streets with terrorists”, so all that remains is because Sánchez must resign.

After denouncing that this reform is the “consequence of the pact engineered by (Arnaldo) Otegi”, he accused the PSOE of launching hoaxes by accusing the popular party of having “nostalgia for ETA”.

“Will you have the courage to look me in the eye today and tell me that I am nostalgic for ETA terrorism?“, he blurted, later emphasizing that the PP is nostalgic for the time when the PSOE built walls against Bildu and built bridges with the victims of ETA.
