The State Duma approved the amendments on the eve of the first and third readings on September 24, temporarily suspending the rules on indexation of military pensions and salaries. The document was supported by 322 deputies, 25 abstained. No one voted against the government initiative, not even members of the Defense Committee.
“This year it is proposed to omit the indexation of salaries of military personnel and their equivalents, directing and ensuring the concentration of resources to provide additional support to participants in a special military operation,” – stressed the Deputy Minister of Finance Alexei Lavrov at a plenary session of the State Duma.
The amendments to the Budget Code provide for the suspension until January 1, 2025 of Part 9 of Article 2 of the Federal Law “On Monetary Allowances for Military Personnel and Provision of Certain Payments to Them.”
The rule stipulates that salaries for military posts and ranks are indexed annually taking into account the level of inflation. Indexation usually takes place in October, the State Duma clarified.
“The specified provision of the bill will allow suspending the application of certain provisions of legislative acts of the Russian Federation that establish the procedure and conditions for indexing the salaries of military personnel and their equivalents.” – says the explanatory note of the approved bill, as previously reported EADaily.
The note adds that additional social support measures are provided for the participants of the military operation in Ukraine, including additional payment to their allowance.
In addition, incentive payments and compensations are provided to SVO participants, the authors of the amendments noted:
“Financial support for these measures requires significant expenditures from the federal budget.”
At the end of 2023, the State Duma adopted a law providing for the indexation of the salaries of military personnel and their equivalents by 4.5 percent.
Initially, it contained a proposal to suspend indexation for military personnel in 2024, but it was removed in the second reading. In July, a law was passed to increase military pensions by 5.1% starting in October 2024.
