The Statute signed between Azerbaijan and Armenia: basis for agreements

It is once again confirmed that the continuation of bilateral meetings between Azerbaijan and Armenia is useful. In recent months there has been a distancing between the parties due to the lack of contact. Various forces tried to take advantage of this situation. In several cases, the reason for the dissemination of such false and untrue information was the statements of official representatives of Yerevan.

The process of delimitation and demarcation of the borders between the two countries had begun rapidly. It was then assumed that the border issue between the parties would soon be resolved and a peace agreement would be signed.

However, circumstances such as Armenia’s rapid escalation of its arms activities, including US assistance in this field, provocation on the conventional border with Azerbaijan, silent surveillance by the EU civil observer mission and the inability of official Yerevan to give a reasonable response to these developments, hinder the progress of the normalization process is one of the impeding factors.

Azerbaijan continues to take good faith steps to normalize relations with Armenia.

Official Baku has invited Armenia to the COP29 climate summit. Hikmat Hajiyev, Assistant to the President of Azerbaijan and Head of the Foreign Policy Department of the Presidential Administration, told foreign journalists at the II Global Media Forum: “Mukhtar Babayev (President of COP29) sent an invitation letter to the Minister of Foreign Affairs of Armenia.”

He noted that sending this letter in the absence of official diplomatic relations between the two countries is an example of Azerbaijan’s goodwill and inclusive approach: “Now is the time for the Armenian government to make a decision.”

Two months ago, the Baku official presented Armenia with the next package of proposals for signing a peace agreement. However, the biggest obstacle between the parties is the occupying Armenian constitution. These days, the statement by the country’s Minister of Justice Grigor Minasyan that the referendum on the basic law will be held in 2027 raises hopes that Azerbaijan’s legitimate demands will be met.

Azerbaijani Foreign Minister Jeyhun Bayramov recently stated that work towards signing a peace agreement between the two countries is continuing: “There has been progress in a positive direction. The work between the delimitation commissions continues and we will witness positive news in the near future.”

On August 30, the news of the signing of the Regulation on joint activity of the border delimitation commissions between Azerbaijan and Armenia was released. According to the information, the republics have started carrying out internal procedures.

According to the information published today by the State Commission for the Delimitation of the State Border between Azerbaijan and Armenia, the State Commission for the Delimitation of the State Border between the Republic of Azerbaijan and the Republic of Armenia and the Commission for the Delimitation of the State Border between the Republic of Azerbaijan and the Republic of Armenia and the Commission for the Delimitation of the State Border between the Republic of Armenia and the Republic of Azerbaijan and border security issues on April 19, 2024 According to the Protocol of the eighth meeting signed in “.

The signing of the statute can be considered a successful outcome of bilateral meetings. First of all, it can serve as a mirror for Armenia to follow the rules. Because the statement issued by the official Yerevan after the Prime Minister of this country Nikol Pashinyan refused a one-on-one meeting with Azerbaijani President Ilham Aliyev in London is an indicator of his attitude to documents and negotiations.

In all cases, the Rules and Regulations accelerate the work of the working group in the direction of defining the borders. This is the next document signed between Azerbaijan and Armenia. Official Yerevan has proven to be an unreliable party in this regard by not yet fulfilling some articles of the tripartite declaration signed on November 10, 2020. Let us hope that Armenia will not be negligent in complying with the Rules.

It should also be noted that recently Russian President Vladimir Putin paid a state visit to Baku, where he discussed regional issues with President Ilham Aliyev and spoke about the normalization of relations between Armenia and Azerbaijan in a telephone conversation with Nikol Pashinyan. The statement issued by the Kremlin notes that the Russian side has confirmed its readiness to provide further assistance to Armenia and Azerbaijan in preparing a peace agreement, delimitation and demarcation of borders, as well as opening transport and logistical communications.

It can be assumed that the meeting in Azerbaijan accelerated the signing of the Statute. The agreement on the Regulations on the joint activity of the commissions is an indicator of the superiority of bilateral cooperation and negotiations.

If Yerevan does not show political will and does not get involved, the normalisation process may go faster than expected. Therefore, this Regulation can be considered as a basis for new agreements.
