The Minister of Economy and Finance, Alicia Romeroannounced this Monday the creation of a group of expertscomposed of seven people, for the design and implementation of the new unique financing model agreed between the PSC and the ERC.
This team will be coordinated by the economist Marti Carnicerformer Secretary of State for Economy and Finance, former PSC deputy and former mayor of El Vendrell (Tarragona).
In an interview on the SER channel, the advise argued that it was necessary to clarify the content of this new financing model. In principle, the new system will entrust the collection of all taxes to the Generalitat and will redefine Catalonia’s contributions to the common treasury based on two concepts: one in compensation for state services and the other to maintain interterritorial solidarity.
Romero explained that Carnicer was one of the architects of the previous financing model designed within the framework of the tripartite. He added that the group of experts will be made up of people from Catalonia and beyond.
The expert group, led by Carnicer, will also have Maite Vilalta Ferrerprofessor of public finance at UB and member of the Barcelona Institute of Economics; Vincent SolerMarcodoctor in economics from the University of Valencia, researcher at the London School of Economics and former Minister of Finance of the Generalitat Valenciana, Alex EstellerMoredoctor in economics from the University of Barcelona and professor at UB; Marta Espasa Queraltdoctor in economics from the UB who was a member of several groups of experts for the preparation of the fiscal balance sheet of Catalonia and secretary of Hisenda; Joan Ramon Rovira HomsPhD in Economics from the University of Manchester and Head of the Economic Studies and Infrastructure Office of the Barcelona Chamber of Commerce, and Jesus Ruiz-Huerta Carbonellprofessor of applied economics at the Rey Juan Carlos University of Madrid and consultant to the EU and the Economic Commission for Latin America and the Caribbean (ECLAC).
