Change of luggage arriving on September 1st
From September 1st, the EU is changing the way we travel with hand luggage. Now will be the time to get up to date with these regulations so that we can pack our suitcase in the best possible way, without anything or anyone affecting us.
This is the resolution adopted by the European Parliament: “Airlines around the world have different policies and restrictions regarding the size and weight of hand luggage that passengers can take on board, often leading to confusion, inconvenience and unpleasant travel experiences, delays and sometimes disputes between passengers and airline staff. Differences in airline rules regarding the size of hand and checked baggage and the fees charged to passengers create hidden costs when a passenger uses the services of different airlines or has to change airlines for unforeseen reasons or practices. Parliament said that harmonising at EU level the requirements regarding the size, weight and type of hand and checked baggage for all airlines operating in the European Union would increase transparency and consumer protection for all air travellers. MEPs also pointed out that the permitted dimensions of travel bags or transport boxes vary slightly between airlines for small animals travelling in the cabin as hand baggage, causing the same inconvenience. Parliament stressed that, when revising the current EU air services legislation (Regulation (EC) No 1008/2008), the Commission should fully implement a ruling of the Court of Justice of the EU (Case C-487/12), according to which baggage must be considered an “indispensable element” of passenger transport provided that it meets “reasonable requirements” in terms of weight and dimensions and that, consequently, its carriage cannot be subject to an additional charge.
Member States are therefore invited to ensure compliance with this decision and, in the meantime, to endeavour to ensure transparency with regard to the disclosure of any fees charged for hand baggage, when providing information on flight prices and schedules, in order to strengthen consumer protection.
Finally, the Commission is invited to include in its review of Regulation (EC) No 1008/2008 proposals to address issues generating hidden costs, such as seat allocation or the complexity of airlines’ offers in relation to your baggage policy, in order to regulate the composition of the final price.
