At its plenary session, the State Duma of Russia adopted in second and third reading the draft law on the introduction of administrative sanctions for promoting conscious refusal to have children (“childless” movement).

The bill was presented to the State Duma as an analogue of punishments for propaganda of non-traditional sexual relations and gender change.
According to the document, a fine of up to 100 thousand rubles (1.7 thousand manats) is provided for citizens, up to 200 thousand rubles (3.5 thousand manats) for officials and up to 1 million rubles (17.4 thousand manats). ) for legal entities. or suspension of administrative activity for up to 90 days.
If the propaganda is carried out against minors, the limit of fines is doubled. Citizens will be fined up to 200,000 rubles, officials up to 400,000 rubles (6.9 thousand manats) and legal entities up to 4 million rubles (69.6 thousand manats) for spreading such ideas in the media or in Internet.
The maximum fine for “Childfree” propaganda will be 5 million rubles (86.9 thousand manats).
This will apply to legal entities that promote childlessness among minors through the Internet or the media. In this case, citizens will be fined up to 400,000 rubles, and officials – up to 800,000 rubles (13.9 thousand manats).
The current sanctions will also apply to foreign citizens. For such actions, they are subject to a fine of up to 100,000 rubles or administrative expulsion from the territory of Russia, or a prison sentence of up to 15 days and deportation from Russia. If it involves propaganda among minors or the use of the Internet and the media, the fine will be up to 200,000 rubles. In this case, deportation is also considered. If at the same time propaganda is carried out among minors via the Internet, the foreign citizen will be fined up to 400,000 rubles, in addition to expulsion from the country.
