It should be noted that regarding the fire that occurred at the Republican Perinatal Center on January 9 of this year, a criminal case was initiated in the Prosecutor General’s Office under various articles of the Criminal Code, and the investigation department of the Prosecutor General’s Office was assigned to conduct a preliminary investigation.
The investigation revealed that 7 newborns died and 4 people were injured as a result of a fire in the room on the fourth floor of the Anesthesiology, Resuscitation and Intensive Care department of the Center, where the Neonatal Intensive Care Unit, and the institution are located. suffered damage worth 361 thousand manats.
Furthermore, following the appointment of Mehriban Abasguliyeva as director of the center on December 27, 2022, as a consequence of doubling the number of patient admissions without taking into account the medical provision resources and potential of the institution, reasonable suspicions of The institution’s power supply was overloaded and eventually caused a fire.
At the same time, the Ministry of Emergency Situations (MEHN) inspected the center during the investigation and informed the center’s management about the fire safety regulations, especially the failure of the existing automatic fire alarm system, the internal taps of fire water that did not work and defects in the electrical system, but it has been identified that the director and head of the department of Anesthesiology, resuscitation and intensive care of the Center, Hamlet Mustafayev, and the head of the department of Support Services, Elnur Ahmadli, had reasonable suspicions that the deficiencies were not eliminated.
Mehriban Abasguliyeva, who worked as the director of the center, was charged with articles 308.2 (abuse of official powers resulting in serious consequences) and 225.3 (when violation of fire safety rules caused the death of two or more people due to carelessness) of the Criminal Code, Hamlet Mustafayev, who worked as head of department of that center, and Elnur Ahmadli are involved as defendants under article 225.3 of the Code Criminal. and were charged with those articles.
